Job summary

Parsons is seeking an experienced HSE Manager (Saudi National) to lead health, safety, and environmental programs on major projects in the region. You will develop site-specific plans, ensure regulatory compliance, and drive a strong HSE culture across teams.

You will audit, inspect, and investigate to identify hazards and ensure corrective actions. Strong leadership and training capabilities are essential to onboard staff and deliver ongoing HSE training across projects.

Qualifications

• Saudi National is required.
• Bachelor's degree in OSH or related field.
• 7–10 years in health, safety, and environmental management.
• Experience managing HSE programs on major construction, infrastructure, or energy projects.

Responsibilities

Job Description:

Parsons is looking for an amazingly talented HSE Manager - Saudi National to join our team! In this role you will get to lead and manage health, safety, and environmental programs while ensuring project activities comply with Parsons' requirements, applicable regulations, and client standards.

What You'll Be Doing:

• Lead the administration and implementation of project and program health, safety, and environmental programs.
• Develop, implement, and maintain site-specific HSE plans, procedures, and risk management programs.
• Ensure project activities comply with Parsons' Environmental, Safety, Health, and Risk Program management system.
• Audit projects, programs, and worksites against Parsons' corporate standards, client requirements, and applicable regulations.
• Conduct routine and formal worksite inspections to identify hazards, unsafe conditions, and potential environmental risks.
• Provide technical guidance to project personnel to eliminate, reduce, and control HSE risks.
• Prepare and submit written audit, inspection, incident, and corrective action reports.
• Monitor project work planning and performance to verify compliance with approved HSE plans and procedures.
• Lead the implementation of occupational injury, incident reporting, investigation, and management processes.
• Review incident reports, audit findings, and inspection results to identify trends and recurring risks.
• Prepare and submit regular HSE performance and trend analysis reports.
• Support project managers with new-hire HSE orientations and onboarding activities.
• Develop and deliver regulatory, safety, health, environmental, and best-practice HSE training.
• Create, update, and maintain HSE training records and competency documentation.
• Lead routine safe work briefings, toolbox talks, safety meetings, and project HSE awareness campaigns.
• Coordinate with project personnel, clients, suppliers, safety organizations, and government authorities as required.
• Provide technical guidance and support to First Aid Attendants and project HSE personnel.
• Promote a positive HSE culture and support continuous improvement initiatives.
• Ensure corrective actions are properly assigned, tracked, closed, and documented.
• Perform other responsibilities associated with this position as appropriate.

What Required Skills You'll Bring:

• Must be a Saudi National .
• Bachelor's degree in Occupational Safety and Health, Environmental Health and Safety, Engineering, or a related field; equivalent experience may be considered.
• Minimum of 7 to 10 years of related experience in health, safety, and environmental management .
• Proven experience managing HSE programs on major construction, infrastructure, industrial, energy, transportation, or buildings projects.
• Strong knowledge of applicable safety, health, and environmental regulations and reporting requirements.
• Working knowledge of safety-related national consensus standards, including ANSI and NFPA.
• Strong knowledge of workplace hazard identification, risk assessment, incident investigation, inspections, audits, and corrective action processes.
• Ability to develop, implement, and monitor project-specific HSE plans and procedures.
• Ability to prepare clear and accurate inspection, audit, incident, investigation, and trend analysis reports.
• Ability to lead HSE orientations, training sessions, toolbox talks, and safe work briefings.
• Ability to maintain accurate HSE, training, incident, and compliance records.
• Strong understanding of occupational safety practices, risk management principles, and workplace hazard controls.
• Exceptional verbal, written, leadership, and interpersonal communication skills.
• Ability to work effectively with project managers, professional staff, field personnel, clients, suppliers, and regulatory organizations.
• Ability to lead HSE teams and provide direction, coaching, and technical support to project personnel.
• Proficiency in Microsoft Office and HSE management or incident reporting systems.
