Job summary

Parsons is seeking an exceptionally talented Construction Manager to join our site-based Construction Supervision team on a major landmark development project in Riyadh. The role involves oversight of design, enabling, and main works for a large-scale destination with assets, hospitality facilities, and supporting infrastructure.

The Construction Supervision Consultant will provide independent end-to-end supervision, ensuring all works are completed, tested, and handed over to support operations

Qualifications

• Bachelor's degree in Civil Engineering, Construction Management, or related field; Master's preferred.
• Minimum 20 years of experience in construction management.
• Experience delivering large-scale infrastructure or development projects, preferably in the Middle East.
• Strong leadership and ability to manage multi-stakeholder teams and contractors.

Responsibilities

• Provide strategic direction and leadership to site construction teams and supervision staff.
• Ensure works are safe, on schedule, within budget, and to quality standards.
• Coordinate with client, stakeholders, consultants, and contractors to resolve issues.
• Review and approve construction plans, method statements, and work programs.
• Monitor progress, identify risks, and implement corrective actions.
• Ensure compliance with health, safety, and environmental policies.
• Oversee contract administration with commercial and contracts teams.
• Prepare and present progress reports, dashboards, and key metrics to senior management and client.
• Support change management, claims avoidance/mitigation, and dispute resolution.
• Mentor and develop team members to foster high-performance culture.

Job Description

The project comprises the design, enabling, and main works for a large-scale destination development featuring several iconic assets, hospitality facilities, and supporting infrastructure.

Delivered under a client governance framework with stringent programme, quality, safety, and sustainability requirements, the Construction Supervision Consultant (CSC) is responsible for providing independent, end-to-end supervision and management, ensuring that all works are completed, integrated, tested, commissioned, and handed over to support both successful operations and long-term legacy objectives.

What You’ll Be Doing

• Provide strategic direction and leadership to the site construction teams and supervision staff.
• Ensure construction works are executed safely, on schedule, within budget, and to the required quality standards.
• Coordinate with client, stakeholders, consultants, and contractors to resolve technical and construction issues.
• Review and approve construction plans, method statements, and work programs.
• Monitor progress, identify risks and delays, and implement corrective actions as required.
• Ensure full compliance with health, safety, and environmental (HSE) policies and procedures.
• Oversee contract administration in coordination with commercial and contracts teams.
• Prepare and present regular progress reports, dashboards, and key metrics to senior management and the client.
• Support change management, claims avoidance/mitigation, and dispute resolution.
• Mentor and develop team members, promoting a collaborative and high‑performance work culture.

What Required Skills You’ll Bring

• Bachelor's degree in Civil Engineering, Construction Management, or related field; a Master's degree is an advantage.
• Minimum 20 years of experience in construction management.
• Proven experience delivering large‑scale infrastructure, development, or mixed‑use projects, preferably in the Middle East.
• Strong background in managing complex, multi‑stakeholder projects with significant streetscape, landscaping, and public realm components.
• Demonstrated track record of managing contractors, consultants, and multidisciplinary site teams.
• Excellent knowledge of construction methodologies, sequencing, and best practices.
• Strong understanding of contract conditions (e.g., FIDIC) and commercial implications.
• Exceptional leadership, communication, and stakeholder management skills.
• High commitment to HSE standards and quality assurance/quality control processes
