Job summary

Value Engineering Center Resource and Engineering in Oman seeks an experienced HSE Specialist to implement, maintain and monitor group HSE policies across all operations. You will drive compliance with PDO/OQEP standards, lead risk assessments, training, audits, and incident investigations, and support contractor safety requirements.

The role requires 5+ years in HSE within oil & gas or related sectors, NEBOSH IGC preferred, and strong communication and reporting abilities to promote a proactive

Qualifications

• Bachelor's degree or Diploma in Occupational Health & Safety, Engineering, Environmental Science or related field.
• Minimum 5 years of relevant HSE experience, preferably Oil & Gas, EPC or industrial sector.
• NEBOSH IGC or equivalent preferred.
• Knowledge of PDO and OQEP HSE requirements and standards.
• Knowledge of ISO 45001 and ISO 14001 requirements.
• Experience in risk assessment, incident investigation, inspections and audits.
• Experience with Safe Journey Management and emergency arrangements.
• Good understanding of contractor and project HSE requirements.

Responsibilities

• Implement, maintain and monitor HSE policies and procedures across Group companies.
• Provide HSE advice and guidance to management, employees, projects and contractors.
• Manage Safe Journey Management System and ensure journey requirements are followed.
• Conduct HSE inductions, toolbox talks and safety awareness sessions.
• Conduct regular HSE inspections and maintain records with CAPA closure.
• Record, report and investigate HSE observations, near-misses and incidents; identify root causes.
• Maintain HSE action plans with closure within timelines.
• Oversee Emergency Response Programme, drills and contact information.
• Review contractor HSE documentation and monitor compliance; support audits.
• Monitor environmental practices and waste management; prepare monthly performance reports.
• Promote a positive HSE culture and support group-wide HSE activities.
