ZL Chemicals in Oman is seeking a Construction Manager to oversee site execution on a DBOT polymer facility programme. You will provide rigorous oversight of EPC contractor construction, with focus on brownfield tie-ins, shutdowns and interface work near live infrastructure.

The role requires 15–20 years of relevant oil and gas experience, including at least 10 years leading on-site construction and commissioning across multiple projects, plus familiarity with ISO 9001 and ISO 45001.

Job Title - Construction Manager - Polymer Facility Projects (Oman)

Location - Project site, Sultanate of Oman (with travel to EPC contractor offices and client facilities as required)

Reports To - Project Manager

Position Summary

This role sits on a Design, Build, Operate, Transfer (DBOT) polymer injection facility programme for a major Oman national oil company. The scope runs from concept and FEED through detailed design, procurement, construction and commissioning, into the Initial Operation Period and steady-state Operate phase, and ultimately to Transfer to the client. Much of the work is executed on or adjacent to live producing fields, so interface management, brownfield tie-in planning and close coordination with the client's Operations, Engineering and HSE functions run through everything we do. Detailed design and physical construction are delivered through an EPC partner under our technical direction; Polymer Experts Oman remains fully accountable to the client for the outcome.

We are looking for a Construction Manager to oversee site execution on our DBOT polymer injection facility projects for the client. Physical construction is performed by an EPC contractor - your job is rigorous oversight and assurance on our behalf, with particular focus on brownfield tie-in, shutdown and interface work where new facilities connect into the client's live infrastructure. All roles on this programme are offered on an expatriate package, single status, based in the Sultanate of Oman.

Key Responsibilities

• Act as primary point of oversight and acceptance for the EPC contractor's construction execution, holding them to account on planning, supervision, quality and schedule.
• Review and accept construction methodologies, site organisation and mobilisation plans against the approved Contract Execution Plan.
• Chair site progress and technical review meetings with the EPC contractor's Construction Director and site management; drive recovery where work slips.
• Provide hands-on oversight of brownfield tie-in, shutdown and isolation work, and personally verify readiness at the point of execution for higher-risk tie-ins.
• Coordinate shutdown and tie-in windows directly with client Operations, ensuring work packs, isolation plans and JSAs align with the project tie-in and shutdown philosophy.
• Ensure Permit to Work, isolation certificates and Management of Change approvals are in place before any interface construction proceeds.
• Work with Quality to ensure ITPs are approved before work starts and that special process qualification - welding, coating, cold bends, HDPE liners - is witnessed before production work begins.
• Oversee the Material Management Plan and preservation programme at site, and manage work-front and logistics coordination across multiple fronts.
• Oversee construction-to-commissioning handover, mechanical completion, punch lists and test packs supporting the pre-start-up audit, system completion and take-over milestones.
• Own the construction schedule within the Level 1-4 project schedule and assess the impact of field changes and variations.

Qualifications

• Degree qualified with 15-20 years' relevant experience, including 10+ years managing and controlling site, integrating construction and commissioning across at least three similar oil and gas projects.
• Proven oversight of an EPC contractor's site execution from the client / technical authority side, holding them to schedule, quality and HSE without directly employing the workforce.
• Demonstrated oversight of brownfield tie-in, shutdown and isolation work on or adjacent to live process facilities, including Permit to Work coordination with an operator or asset team.
• Experience overseeing construction ITPs, special process qualification (welding, coating, NDE) and materials traceability with a project quality function.
• Working knowledge of ISO 9001 and ISO 45001 as they apply to site construction oversight.
• Visible safety leadership, particularly for concurrent operations and brownfield construction risk.

Preferred Qualifications

• Polymer flooding, EOR or produced water / injection facility construction experience, ideally under a DBOT or Lease/Operate structure.
• Prior construction oversight for or with an Oman or GCC national oil company, and familiarity with NOC permit to work systems, interface management plans and tie-in and shutdown philosophies.
• Arabic language skills, for working with local stakeholders, contractors and regulatory bodies.
