ZL Chemicals in Oman seeks an experienced HSE Manager to oversee Health, Safety and Environmental performance across DBOT polymer facility projects. You will write the Contract HSE Plan, deliver the Integrated Impact Assessment, and enforce a single standard with EPC contractors and subcontractors, especially during tie-in, shutdown and isolation work near live facilities.

The role is expatriate, single status, based in Oman with travel to site and client facilities as required, reporting

Qualifications

• Degree qualified with 15-20 years' relevant experience, including 10+ years in HSE management.
• Delivery on at least three similar-sized oil, water and gas projects.
• NEBOSH International Diploma or equivalent.
• Experience managing EPC and subcontractor HSE performance.
• Experience brownfield tie-in, shutdown and isolation work.
• Experience with HEMP studies, ALARP demonstrations and risk assessment.
• Strong safety leadership and risk management.

Job Title - HSE Manager - Polymer Facility Projects (Oman)

Location - Muscat, Sultanate of Oman (with travel to site, client facilities and vendor locations as required)

Reports To - Project Manager (administratively); Corporate HSE Manager (functionally)

Position Summary

This role sits on a Design, Build, Operate, Transfer (DBOT) polymer injection facility programme for a major Oman national oil company. The scope runs from concept and FEED through detailed design, procurement, construction and commissioning, into the Initial Operation Period and steady-state Operate phase, and ultimately to Transfer to the client. Much of the work is executed on or adjacent to live producing fields, so interface management, brownfield tie-in planning and close coordination with the client's Operations, Engineering and HSE functions run through everything we do. Detailed design and physical construction are delivered through an EPC partner under our technical direction; Polymer Experts Oman remains fully accountable to the client for the outcome.

We are looking for an HSE Manager to own Health, Safety and Environmental performance across our DBOT polymer injection facility projects for the client. You will write and run the Contract HSE Plan, deliver the Integrated Impact Assessment, and hold EPC contractor(s) and subcontractors to a single standard - with particular focus on tie-in, shutdown and isolation work alongside the client's live infrastructure. All roles on this programme are offered on an expatriate package, single status, based in the Sultanate of Oman.

Key Responsibilities

• Prepare, implement and maintain the Contract HSE Plan across Engineering, Procurement, Construction, Pre-Commissioning, Commissioning and the Initial Operation Period.
• Deliver the Integrated Impact Assessment (IIA) and ensure the HSE Plan complies with the contract HSE specification and applicable Omani law.
• Own HSE risk for all brownfield tie-in, shutdown and isolation activity, securing Permit to Work, isolation certificates and Management of Change approvals from the client before work proceeds.
• Hold EPC contractor(s) and subcontractors to account on HSE performance; cascade the client's requirements through every tier of the supply chain and chair HSE review meetings.
• Oversee HEMP studies, ALARP demonstration and technical safety input into design, with HAZOP and HAZID participation alongside the client.
• Identify, obtain and maintain all HSE-related permits - environmental, hazardous chemical storage and import, hazardous waste disposal, hydrotest and treated wastewater discharge.
• Lead incident investigation and drive corrective and preventive action to closure, with extra rigour on events at interfaces with live client facilities.
• Run the HSE audit programme and report leading and lagging KPIs; drive correction where trends deteriorate.
• Administer the HSE Recognition and Reward Programme across the whole site workforce, including subcontractor personnel.
• Identify and assign HSE resources across all phases, including back-to-back cover for Key HSE Personnel.

Qualifications

• Degree qualified with 15-20 years' relevant experience, including 10+ years in HSE management.
• Responsible for HSE delivery on at least three similar-sized oil, water and gas projects.
• NEBOSH International Diploma or an equivalent occupational safety and health qualification.
• Proven experience managing EPC and subcontractor HSE performance, including behavioural safety programmes and multi-tier supply chains.
• Demonstrated management of HSE risk on brownfield tie-in, shutdown and isolation work on or adjacent to live process facilities, including Permit to Work and Management of Change coordination.
• Experience conducting or overseeing HEMP studies, ALARP demonstrations and HSE risk assessment on multi-disciplined capital projects.
• Visible safety leadership and a sound grasp of risk assessment and risk management.

Preferred Qualifications

• Membership of a recognised professional institution (IOSH, DIPSM, RSP or similar).
• Polymer flooding, EOR or produced water / injection facility experience, ideally under a DBOT or Lease/Operate structure.
• Prior HSE delivery for or with an Oman or GCC national oil company, and familiarity with NOC HSE specifications and the Integrated Impact Assessment process.
• Arabic language skills, for working with local stakeholders, contractors and regulatory bodies.
