Job summary

New Zealand Customs Service is seeking a Training Advisor to shape operational training programmes and govern the training lifecycle across the organisation. Based in Auckland, the role supports national consistency in training standards and coaches frontline trainers while developing learning systems to strengthen capability.

The role requires collaboration with subject matter experts, delivering both in-person and virtual training, and contributing to continuous improvement in learning

Qualifications

Job description

Shape the training that equips Customs people to protect New Zealand’s border and deliver with confidence in a complex operational environment. The purpose of the Training Advisor role is to support the design, delivery, and governance of Customs’ core operational training programmes, and support the training lifecycle - analysis, design, delivery, evaluation, and continuous improvement. This role is a full-time permanent role based in our Auckland Air Cargo Inspection Facility out near the Auckland Airport. As part of the Training Operations team, the role also contributes to ensuring national consistency of training standards are met, frontline trainers are supported through coaching and quality assurance and contributes to the development of learning systems and processes that strengthen operational capability.

Key responsibilities
  • Contribute to the development of the learning and development strategy and policy as required, taking a systems and continuous improvement view to contribute to a learning culture at Customs.
  • Develop learning needs analysis as required and work with stakeholders to develop innovative approaches to learning that ensure alignment of solutions across Customs, meet curriculum specifications, risk management solutions and practicability, the needs of individual learners.
  • Plan and schedule learning events, such as Workshops and Learning Labs, and deliver effective courses (both face-to-face and virtual) to meet business requirements.
  • Lead or independently manage key learning and development projects ensuring the production of timely and high-quality outcomes.
  • Support national QA processes including assessment, moderation, evaluation cycles, and continuous improvement.
  • Support the Operational leaders, including the ‘Operations Training’ team and provide expert advice to on training capability development, and workforce readiness.
  • Work in partnership with subject matter experts, Customs Technical Specialists and course facilitators in the review, design, and development of training.
About you
  • A focus on translating organisational priorities into goals, learning design, and development and delivery, with an ability to facilitate training workshops through various channels (face-to-face, online/virtual, remote).
  • Ability to develop a strong understanding of Customs operational delivery and align training strategy and initiatives to enhance people’s capability.
  • Demonstrated ability to work independently, manage own time, prioritise training activities, plan projects or groups of activities, and to meet specified timeframes.
  • Experience with e-learning packages and knowledge of IT and working with a Learning Management System.
  • Demonstrated commitment to service excellence through continuous improvement and innovation.
  • Strong problem solving and decision‑making capability.
  • Excellent communication skills and ability to communicate complex and analytical data to wide ranging audiences at all levels.
  • Sound interpersonal skills and the ability to build and enhance successful relationships with internal and external stakeholders.
To be considered for this position, you must:
  • Be able to pass a fitness test, drug test, and medical,
  • Have a full and unrestricted NZ driver's licence Level 5 (or higher) qualification in Adult and Tertiary Teaching, Learning & Development, Education, or a related field.
  • Experience leading or delivering complex training programmes in an operational, regulatory, or safety‑critical environment.
  • Assessment and moderation experience applying standards, supporting moderation, and contributing to quality assurance.
  • Working knowledge of training competency frameworks including assessment requirements and workplace training obligations.
  • Be able to work 'unpredictable hours'. This includes working outside of usual working hours, working extended hours and national travel, including stays away from home.
  • Be able to obtain and maintain an organisational security clearance.
