Job summary

Ka Puta Ka Ora Emerge Aotearoa in Napier is seeking an experienced Tenancy Manager to oversee a portfolio of social and transitional housing properties across Hawke's Bay. The role focuses on proactive tenancy management, safety, and sustainable housing outcomes for whānau.

You will manage tenancy agreements, coordinate maintenance and compliance, and build strong relationships with tenants and partners to support tenancy sustainment and wellbeing.

Qualifications

  • Experience in tenancy management or property management.
  • Strong knowledge of the Residential Tenancies Act.
  • Whānau-centred and culturally responsive approach to work.
  • Current full New Zealand driver's licence.
  • First Aid Certificate including CPR or willingness to obtain one.
  • Ongoing learning, development and training opportunities.

Responsibilities

  • Coordinate property inspections, maintenance, and compliance requirements.
  • Build and maintain strong relationships with tenants, whānau, landlords, contractors, and stakeholders.
  • Support tenancy sustainment through proactive engagement and early intervention.
  • Ensure homes remain safe, warm, compliant, and fit for purpose.
  • Work collaboratively with internal and external partners to improve housing outcomes and pathways.
  • Empower tenants through knowledge and access to appropriate support.

Ka Puta Ka Ora Emerge Aotearoa is a national provider of mental health, addiction, disability, offender rehabilitation, wellbeing, and housing services. We are seeking an experienced Tenancy Manager to join our team in Napier and oversee a portfolio of social and transitional housing properties across Hawke's Bay.

This role combines tenancy management, property oversight, tenancy sustainment, and stakeholder engagement to support positive housing outcomes for whānau. Working closely with Hāpai Housing, Kā Uruora Kāinga, Mana Ahuriri Trust, and other community and iwi partners, you'll play a key role in creating and maintaining safe, sustainable housing pathways.

This is not a traditional property management role. Our Tenancy Framework recognises that housing is much more than a house. We take a proactive, whānau-centred, and relationship-based approach that focuses on supporting long-term stability, wellbeing, and success for tenants.

Key Responsibilities
  • Manage tenancy agreements, occupancy, arrears, and rent reviews
  • Coordinate property inspections, maintenance, and compliance requirements
  • Build and maintain strong relationships with tenants, whānau, landlords, contractors, and stakeholders
  • Support tenancy sustainment through proactive engagement and early intervention

  • Empower tenants through knowledge, understanding, and access to appropriate support

This is a permanent full-time role, 40 hours per week (Monday to Friday).

You are passionate about making a difference through housing and understand the important role stable housing plays in supporting wellbeing and positive life outcomes.

You'll bring:

  • Experience in tenancy management, property management, social housing, community housing, or a related field
  • Strong knowledge and understanding of the Residential Tenancies Act
  • Excellent relationship-building and communication skills
  • A whānau-centred, culturally responsive approach to your work
  • Strong organisational skills and the ability to manage competing priorities
  • A proactive, solutions-focused mindset
  • Commitment to supporting sustainable tenancies and housing stability
  • The ability to work effectively with diverse communities, iwi partners, and stakeholders
  • A current full New Zealand driver's licence
  • A current First Aid Certificate, including CPR, or the willingness and ability to obtain one
