Job summary

Parliamentary Service is seeking a Systems Accountant on a 9-month fixed-term basis to own and enhance the FMIS, deliver reporting improvements and support election-related changes. You will work with TechnologyOne, IT and finance teams to implement upgrades, maintain access controls and provide training and guidance to users.

Responsibilities

Job description

The Finance team at Parliamentary Service is essential to supporting those who shape New Zealand’s democracy. We are hiring for a 9 month fixed term position to provide additional support for our team’s election work, and you will be helping the team plan and deliver this exciting mahi.

Te tīma | The team

The Finance team provides financial, planning and procurement services that support sound decision making, strong financial management and excellent service delivery across Parliamentary Service and its customers. The team works closely with budget managers, Members of Parliament and their staff, the Office of the Clerk, Parliamentary Counsel Office and other parliamentary organisations.

As part of the Finance team, this fixed-term Systems Accountant role has been established to support a significant programme of systems enhancement and election-related change. Working alongside an experienced Systems Accountant, and reporting to the Finance Manager – Business Partnering, you will help improve processes, deliver system enhancements and ensure our numerous and varied finance users have the tools and support they need to succeed.

This is a unique opportunity to take ownership of a broad and varied finance systems portfolio while contributing to important organisational outcomes during the transition to New Zealand's next Parliament.

You will play a key role in maintaining and improving our Financial Management Information System (FMIS), supporting users, enhancing reporting capability and driving continuous improvement across finance processes.

  • Manage the day-to-day administration, configuration and maintenance of the FMIS.
  • Lead testing, implementation and adoption of system upgrades, enhancements and new functionality.
  • Maintain user access, security profiles, chart structures and finance system controls.
  • Partner with TechnologyOne, IT, payroll and finance teams to resolve issues and improve processes.
  • Develop meaningful financial reports, dashboards and analytical tools that support decision making.
  • Support finance users through training, guidance, documentation and system advice.
  • Manage system interfaces and dependencies with payroll, Treasury and other supporting systems.
  • Identify opportunities to increase efficiency, improve user experience and strengthen system capability.
  • Contribute to election-related system changes including budgets, cost centres, forecasting and financial access requirements.

This role offers significant organisational exposure, working to support hundreds of budget managers and finance users across Parliament and related entities. It is an excellent opportunity for someone who enjoys solving problems, taking ownership and delivering tangible improvements within a supportive and highly collaborative environment. Fixed-term employment and secondment arrangements will both be considered.

To be successful, you will bring a combination of finance systems expertise, customer focus and a practical approach to continuous improvement.

You will ideally have:

  • A CA qualification or equivalent professional accounting qualification.
  • Strong FMIS administration and systems accounting experience, ideally within TechnologyOne Ci Anywhere or a similar platform.
  • Experience managing system configuration, user access, testing, upgrades and process improvements.
  • Strong reporting and analytical capability, including experience developing finance reports and dashboards.
  • An understanding of finance controls, data integrity and financial management processes.
  • Excellent stakeholder engagement skills and the ability to build effective relationships across a wide range of user groups.
  • A customer-focused approach with the ability to translate business needs into practical system solutions, ensuring seamless, user-friendly processes.
  • A proactive, outcomes-focused mindset and the curiosity to explore alternatives when challenges arise.
  • Strong written and verbal communication skills.
  • The ability to manage competing priorities and deliver work with accuracy and attention to detail.

The following would also be advantageous:

  • Knowledge of public sector financial management and government operating environments.
  • Experience supporting organisational change, training users and developing guidance materials.
  • A forward-thinking mindset with the curiosity to explore new ways of working, ensuring we make the most effective use of available tools, technology and emerging capabilities to improve efficiency, customer experience, and team performance.
