Job summary

New Zealand Government is seeking an experienced Recruitment Manager to lead a capable team delivering recruitment services for the GCSB, Te Tira Tiaki, and NZSIS. You will drive capability, develop innovative recruitment approaches, and ensure high-quality hiring outcomes at pace.

You will forecast hiring demand, optimise sourcing channels, and partner with agencies to align recruitment with workforce needs while maintaining exceptional candidate experience and strong governance.

What you’ll bring:

You’ll be a confident recruitment leader with:

• Proven experience running recruitment or talent acquisition teams in medium‑large organisations.
• Strong understanding of New Zealand recruitment practices, legislative requirements, and public sector expectations.
• Strength in numbers, analysis and forecasting - you can leverage data, insights and workforce trends to forecast hiring demand.
• Experience developing recruitment strategies across volume recruitment, assessment centres, and modern sourcing channels.
• Proven ability to plan and execute projects while keeping stakeholders informed and engaged.

• Have been a New Zealand Citizen for at least 10 years OR hold a current NZ Residency Class Visa and ideally have been a citizen of the UK, USA, Canada or Australia for at least 10 years, AND

• Ordinarily, this means you'll have a 15 year checkable background in countries NZSIS Vetting can make meaningful and reliable checks.
