Job summary

Tiaki Wai Limited – Wellington, North Island is seeking a Senior Programme Manager to lead a major capital investment programme delivering water infrastructure outcomes. You will lead a multidisciplinary team of Project Managers across a complex portfolio, shaping strategy and ensuring value-for-money across budgets and timelines.

You will manage budgets, forecasts, risks and dependencies, while providing governance reporting to executives.

Qualifications

  • Tertiary qualification in Engineering, Project Management, Construction Management, Infrastructure Management or equivalent.
  • Recognised programme management qualification such as MSP, PgMP, PMP, PRINCE2 Practitioner or equivalent.
  • Leadership or people management qualification with commercial, procurement or contract management qualifications.
  • Proven experience delivering complex infrastructure programmes or portfolios.
  • Experience leading multiple concurrent projects and delivery teams.
  • Strong experience coaching and developing professional project delivery staff in complex or matrix environments.
  • Demonstrated capability managing programme budgets, forecasting, governance reporting and risk.

This is a full-time position of 40 hours per week

The opportunity

This is a senior delivery leadership opportunity to take accountability for a major capital investment programme that will contribute to the future of Wellington’s water infrastructure. As Programme Manager, you will have end-to-end responsibility for programme outcomes, leading a portfolio of projects from initiation through to completion.

You will lead a multidisciplinary team of Project Managers, Senior Project Managers, and delivery resources, creating a high-performing environment where people are supported in delivering their best work. You will have the influence to shape priorities, allocate resources, remove barriers and intervene when delivery is at risk.

The role combines strategic leadership with hands-on programme oversight. You will manage programme budgets and forecasts, commercial and supplier relationships, programme-level risks and dependencies, while providing clear and insightful reporting to executive and governance forums.

Lead the successful delivery of a portfolio of projects from initiation through to completion, driving performance across scope, cost, schedule, quality and benefits.

Develop and manage programme budgets, forecasts, risks, issues, dependencies and opportunities to maintain predictable delivery.

Coach and develop Project Managers and Senior Project Managers, building capability, accountability and a high-performing delivery culture.

Oversee procurement, contracts, commercial risks, claims, variations and contractor performance to achieve value-for-money outcomes.

Build strong relationships with executives, councils, mana whenua, consultants, contractors and community stakeholders while providing clear governance reporting.

About you

To be successful in this role you will bring:

A relevant tertiary qualification in Engineering, Project Management, Construction Management, Infrastructure Management, Business Management or equivalent.

A recognised programme management qualification such as MSP, PgMP, PMP, PRINCE2 Practitioner or equivalent.

A leadership or people management qualification, together with commercial, procurement or contract management qualifications.

Proven experience delivering complex infrastructure programmes or portfolios and leading multiple concurrent projects and delivery teams.

Strong experience leading, coaching and developing professional project delivery staff in complex or matrix environments.

Demonstrated capability managing programme budgets, forecasting, governance reporting, commercial performance and risk.
