Job summary

Wellington City Council in Wellington Central is seeking a Payroll Functional Analyst to support analysis, configuration changes and testing of HRIS and payroll system upgrades.

You will partner with Payroll and HRIS teams, ensure compliance with Holidays Act 2003, and drive continuous improvement in payroll processing.

Qualifications

  • At least 5–7 years in functional HRIS and payroll in a large/complex organisation.
  • Hands-on configuration and support for HRIS and payroll systems.
  • Ability to translate business requirements into system configurations.
  • Experience investigating issues, testing changes, and documenting solutions.
  • Understanding Holidays Act 2003 and related employment legislation.
  • Good communication and problem-solving skills.
  • Exposure to program and project management and steering groups.
  • Proficiency with TechOne or similar HRIS is highly desirable.

Responsibilities

  • Configure and maintain HRIS and payroll system including pay rules, entitlements and workflows.
  • Collaborate with Payroll and HR teams to translate needs into system changes.
  • Investigate and resolve system issues with technical teams and vendors.
  • Test system changes and upgrades to ensure accurate payroll processing.
  • Keep system configuration aligned with employment agreements and laws.
  • Identify improvements and document settings and processes.

Payroll Functional Analyst - Fixed term or Secondment Opportunity!

Wellington City Council – Wellington Central, North Island

The People and Capability (P&C) Group aim is “working in partnership across Council to create a high performing, safe, happy and healthy workplace for all, enabling our people to deliver great services to our communities”.

The Payroll Functional Analyst plays an integral role in the team and will be responsible for analysis, configuration changes and testing of system upgrades. You will work seamlessly with our Payroll and HRIS team as you support projects and initiatives and provide high quality and timely assistance to our wider P&C team.

As a team-player, you'll regularly review our internal processes to ensure they are still relevant and fit for purpose while striving to embed of a culture of continuous improvement.

This is a fixed term role until 31 March 2028. If you’re a current kaimahi in a central government agency, we are open to you applying for this opportunity as a secondment from your current agency.

Reporting intoSanjay Arya you will be well supported in this role. The Payroll and HRIS team (part of HR Services) is a highly focused and customer centric team as they provide a vital service to the organisation, and they will empower you to identify business requirements and liaise with key stakeholders to provide solutions.

Every day will be varied for you and will involve:

  • Configuring and maintaining our HRIS and payroll system, including pay rules, allowances, leave entitlements and workflows.
  • Working with Payroll and HR teams to understand business needs and translate them into system changes.
  • Investigating and resolving system issues, working with technical teams and vendors where needed.
  • Testing system changes and upgrades to ensure they work correctly and support accurate payroll processing.
  • Keeping system configuration aligned with employment agreements and legislative requirements.
  • Identifying improvements and documenting system settings and processes.

We're looking for someone with:

  • At least 5 - 7 years of functional HRIS & Payroll experience in a large/complex company.
  • Hands‑on experience configuring and supporting HRIS and payroll systems, including pay rules, leave entitlements and workflows.
  • The ability to understand business requirements and translate them into system configuration and process improvements.
  • Experience investigating system issues, testing configuration changes and upgrades, and documenting solutions.
  • Understanding of relevant employment legislations e.g., Holidays Act 2003.
  • Good communication and problem solving.
  • Exposure to program and project management principles and techniques including prioritisation and working with steering groups.
  • Proficiency in TechOne or other similar HRIS and Payroll system is highly desirable.
