Job summary

Te Tūāpapa Kura Kāinga – Ministry of Housing and Urban Development NZ is seeking a Manager of Financial Reporting and Control in Wellington on a fixed-term basis until 30 June 2027. You will lead the Financial Reporting and Control team to deliver high-quality financial accounting services and provide strategic advice to strengthen operations.

Qualifications

• Proven strategic financial management experience in a complex and changing environment with a finance qualification such as CA or CPA.
• Proven people and operational leadership experience, ideally within the public service, and ability to lead inclusive, diverse teams.
• Sound knowledge of government and public sector processes with strong business acumen linking plans to priorities.
• Strong judgement, relationship and communication skills with ability to identify risks and provide trusted advice.

Responsibilities

• Leading external and statutory reporting, including reporting to the Treasury, annual financial reporting, Estimates and Supplementary Estimates.
• Ensuring effective financial controls, tax compliance, balance sheet management and transaction processing.
• Coordinating external financial audit deliverables and liaison with external auditors.
• Providing technical financial advice on Ministry programmes and investments.
• Leading business improvement initiatives that strengthen controls and streamline Oracle financial system usage.
• Leading, mentoring and developing an inclusive, high-performing team.

About The Role

We are looking for an experienced financial leader to lead the Financial Reporting and Control team and deliver high-quality, effective and timely financial accounting services across the Ministry.

You will provide strategic and technical leadership and trusted advice on financial reporting and control, while supporting the Chief Financial Officer to strengthen financial operations, accountability and business improvement.

Key responsibilities

• Leading external and statutory reporting, including reporting to the Treasury, annual financial reporting, Estimates and Supplementary Estimates.
• Ensuring effective financial controls, tax compliance, balance sheet management and transaction processing.
• Coordinating external financial audit deliverables and liaison with external auditors.
• Providing technical financial advice on Ministry programmes and investments.
• Leading business improvement initiatives that strengthen controls, streamline processes and improve the use of the Oracle financial system.
• Leading, mentoring and developing an inclusive, high-performing team.

Skills And Experience

To be successful in this role, you will bring:

• Proven strategic financial management experience in a complex and changing environment, with a relevant finance qualification such as CA or CPA.
• Proven people and operational leadership experience, ideally within the public service, and the ability to build and lead inclusive, diverse teams.
• Sound knowledge of government and public sector processes, with strong business acumen and experience aligning plans and processes to organisational priorities.
• Strong judgement, relationship and communication skills, with the ability to identify trends, risks and opportunities, solve problems and provide trusted advice.
