Job summary

Higgins is seeking an experienced Surfacing Foreperson to join our Napier team, leading a crew on Hawke's Bay road surfacing projects. You'll drive safety, quality, and productivity, coordinating daily operations and materials while mentoring crew members and maintaining client relationships.

You will oversee asphalt paving, chip sealing and surfacing activities, with a strong emphasis on safety culture, compliance, and continuous improvement.

Qualifications

  • Experience leading crews in surfacing, roadworks, or civil construction.
  • Strong focus on health, safety, and environmental standards.
  • Proven planning and organisational skills to coordinate resources and timelines.

Responsibilities

  • Lead a surfacing crew to deliver projects safely, efficiently, and to a high standard.
  • Plan and coordinate daily surfacing activities, resources, plant, and materials.
  • Supervise asphalt paving, chip sealing, and surfacing operations to meet quality targets.
  • Promote a strong safety culture and ensure compliance with health, safety, and environmental standards.
  • Communicate effectively with crew, subcontractors, clients and stakeholders.
  • Monitor programme delivery, quality requirements, and site performance.
  • Mentor team members to develop skills and capabilities.
  • Operate surfacing plant and equipment as required and assist on-site activities.
  • Identify opportunities for continuous improvement and operational efficiencies.

Job description

Higgins is looking for an experienced and motivated Foreperson to join our Surfacing team in Napier. This is a great opportunity for a hands‑on leader who enjoys working alongside their crew while delivering safe, high‑quality surfacing projects across the Hawke's Bay region.

As a Surfacing Foreperson, you'll be responsible for leading and coordinating daily surfacing operations, ensuring work is completed safely, efficiently, and to the highest standards. You'll play a key role in developing your team, maintaining strong client relationships, and delivering excellent outcomes for our customers and communities.

What you'll be doing
  • Leading and motivating a surfacing crew to deliver projects safely, efficiently, and to a high standard
  • Planning and coordinating daily surfacing activities, resources, plant, and materials
  • Supervising asphalt paving, chip sealing, and surfacing operations to ensure quality and productivity targets are achieved
  • Promoting a strong safety culture and ensuring compliance with Higgins' health, safety, and environmental standards
  • Communicating effectively with crew members, subcontractors, clients, and stakeholders
  • Monitoring programme delivery, quality requirements, and site performance
  • Supporting and mentoring team members to develop their skills and capabilities
  • Operating surfacing plant and equipment where required and assisting with hands‑on site activities
  • Identifying opportunities for continuous improvement and operational efficiencies
What you'll bring to the role
  • Proven experience within road surfacing, asphalt paving, chip sealing, or civil construction
  • Previous experience leading and motivating crews in a Foreperson, Leading Hand, or Supervisory capacity
  • Full Class 2 Driver Licence (Class 4 and WTR endorsements highly advantageous)
  • Strong understanding of surfacing operations, methodologies, and quality requirements
  • Demonstrated commitment to health, safety, and environmental best practice
  • Excellent planning, organisation, and problem‑solving skills
  • Ability to build positive relationships with crews, clients, and stakeholders
  • Flexibility to work night shifts and weekends when required
  • Reliable, proactive, and committed to delivering quality outcomes
