Job summary

Wellington City Council in Wellington, New Zealand, seeks a forward-thinking Business Analyst to support Te Huringa Project, the HRIS and Payroll system replacement. The role is fixed term, ending 30 September 2027, with potential for a secondment from central government.

You will help capture requirements, design and configure the new HRIS & Payroll, and deliver insights to support organisational growth while ensuring a smooth transition to BAU.

Qualifications

  • At least 5 years as a Business Analyst in payroll and HR projects.
  • Experience mapping a new system implementation.
  • Experience guiding technology projects through testing and end-user training.
  • Excellent analytical, problem-solving, and documentation skills.
  • Strong communication with stakeholders at all levels, including senior leadership.

Responsibilities

  • Design and lead design and configuration workshops reflecting HR and payroll requirements.
  • Direct document design decisions and configuration choices with governance approvals.
  • Map data from current to new system and ensure technical requirements are met.
  • Support testing activities including SIT and UAT to meet organisational needs.
  • Collaborate with vendor and internal stakeholders to refine future state processes.
  • Support the Project Manager with tracking progress and updates.
  • Provide post-implementation BAU support for a smooth transition.

To help us further enable our kaimahi, we are looking for a forward-thinking Business Analyst to support the transformation of Te Huringa Project - our HRIS and Payroll system replacement project at this pivotal time. This is an exciting opportunity to help drive change in a people-focused, dynamic environment where your work will have a direct, positive impact on our kaimahi and the services we deliver to the public.

The HRIS and Payroll system upgrade is a key part of our broader commitment to modernising our internal service offering and ensuring that our kaimahi experience a seamless, efficient, and transparent system. This project is about more than just technology - it's about improving the experience for the people who help keep our community thriving.

This is a great opportunity for someone who enjoys a diverse and fast-paced environment and has a passion for deep-diving into insights and improving business processes. This is a fixed term position to end of September 2027. We are also open to kaimahi in central government applying for this opportunity as a secondment from your current agency.

Āu ake mahi | What you'll do

As the Business Analyst of the Te Huringa Project, you will play an essential role in the delivery by supporting the Project Manager to deliver a system that is efficient, accurate, and fit for purpose.

You will be an integral part of the project, helping to ensure that the key requirements are captured for delivery as part of the smooth transition to the new HRIS & Payroll system and delivering insights and analytics that supports both our people and our organisation's growth.

Key Responsibilities will include:

  • Designing and leading design and configuration workshops, ensuring decisions reflect Wellington City Council’s HR and Payroll requirements.
  • Leading document design decisions, configuration choices, and any other deviations from standard requirements, ensuring these are approved through the appropriate project governance.
  • Coordinating with internal and external stakeholders to map data from the current system to the new system and ensure technical requirements are met.
  • Supporting testing related activities, including system integration testing (SIT) and supporting user acceptance testing (UAT) to ensure the system meets all organisational requirements.
  • Working with the vendor and internal stakeholders to validate and refine future state business processes against already captured requirements.
  • Supporting the Project Manager, through tracking project progress and providing regular updates.
  • Providing post-implementation support to the Project Manager to ensure a smooth transition from project to BAU mode.

We’re looking for someone who has:

  • Proven experience as a Business Analyst, with at least 5 years of experience in delivery of Payroll and HR projects
  • Proven experience in process mapping of a new system implementation
  • Experience supporting the implementation of technology projects through testing processes and training
  • Excellent analytical, problem-solving, and documentation skills
  • Strong communication skills, with the ability to engage stakeholders at all levels, including senior leadership
