Qualified People AS is recruiting a Senior Purchaser / Contract Administrator for a 12‑month engagement starting immediately in Oslo. You will lead the development and implementation of Project Framework Agreements with strategic partners, while overseeing the wider sourcing desk during a colleague's absence.

The role spans strategic sourcing to hands-on contract execution in a fast‑paced environment, backed by a lean, fast-scaling organisation with an international board and management team.

Qualifications

• Solid experience across the full purchasing/procurement cycle, from sourcing through contract administration.
• Ability to move between strategic partnership work and detailed operational execution.
• Alignment with working principles: Targets, Planning, Communication, Listening, Agility.

Responsibilities

• Collaborate with internal stakeholders to understand incoming purchase requirements, including Scope of Work, the Price and Delivery Matrix, and release timing
• Manage the ITT (Invitation to Tender) process from sourcing to delivery
• Facilitate purchase requisitions via the Company Administrator
• Confirm the agreed bidders list and ensure NDAs are signed by all participants
• Issue tenders to the market and manage clarifications (commercial, technical and legal)
• Facilitate shortlisting, negotiation, evaluation and selection on receipt of proposals
• Lead contract development and award
• Administer the contract, including project‑specific call‑off requirements with strategic partners
• Monitor and evaluate supplier execution of contracts
• Administer PO‑related invoices, verifying commercial terms against the contract
• Expedite package‑specific documentation deliverables as agreed in the contract
• Report package status against Procurement Status Report milestones to the Procurement Manager and Planning Manager
