IOM Norway is seeking a Resources Management Officer to supervise budgetary, financial, and administrative functions across projects, ensuring donor compliance and operational efficiency.

The International Organization for Migration (IOM), established in 1951, is a UN-related agency dedicated to promoting humane and orderly migration. It works with governments and partners to save lives, protect migrants, and facilitate regular migration pathways. This role sits within IOM Norway, reporting to the Chief of Mission and functionally to the Senior Sub-Regional Resources Management Officer.
The Resources Management Officer is responsible for supervising and managing the budgetary, financial, and administrative functions of IOM Norway. This includes overseeing financial management, administrative compliance, and treasury functions in line with IOM rules and procedures. The role provides crucial support to Heads of Units and Project Coordinators, ensuring adherence to donor requirements and facilitating efficient operations. The Officer plays a key part in maintaining financial integrity, monitoring project budgets, and identifying potential risks or areas for improvement. This position is vital for the effective and compliant execution of IOM's mission in Norway, contributing to the organization's overall goals of supporting people on the move and promoting orderly migration.
A Master's degree in Finance, Accounting, Business Administration, Management, or a related field with two years of relevant experience, OR a University degree with four years of relevant experience. Professional certifications such as CA, CPA, CIMA, or ACCA are advantageous. Accredited universities are those listed in the UNESCO World Higher Education Database.
Required experience includes financial administration (management, accounting, budgeting), human resources, procurement, and logistics. Experience with Enterprise Resource Planning (ERP) systems is necessary. Experience in emergency operations, monitoring and evaluation, audit, and multi-country programming is advantageous.
Ability to work with government and international officials. Demonstrated independent judgment and ability to work under pressure. Strong report writing skills. Knowledge of International Public Sector Accounting Standards (IPSAS) is advantageous. Knowledge of ERP (Oracle) is highly desirable.
