Job summary

Coalesce Management Consulting seeks a Permitting Manager to own the full regulatory approvals process for a hydrogen project in Norway. The role is hands-on and embedded within the project team, ensuring every permit lands on time and does not bottleneck construction or commissioning.

You will map the complete permitting roadmap, engage regulators, align with the project schedule, and coordinate with engineering, HSE, environmental and legal teams to deliver robust, submission-ready

Qualifications

  • Experience managing permitting and regulatory approvals on large-scale industrial or capital projects.
  • Strong knowledge of Norwegian regulatory frameworks (Plan- og bygningsloven, Forurensningsloven, Brann- og eksplosjonsvernloven, Storulykkeforskriften).
  • Background in chemical, petrochemical, refinery, process, LNG, ammonia, hydrogen, or similar environments.
  • EPCM/EPC project experience preferred; EPC experience also relevant.
  • Ability to protect project schedule by proactively managing the approvals timeline.

Permitting Manager - Hydrogen Project (Norway)

We are assembling a team of experts to support our client in the delivery of a hydrogen project in Norway. As part of this team, we are looking for a Permitting Manager to take ownership of the full regulatory approvals process.

This is a hands-on role embedded within the project team. You'll be directly responsible for ensuring that every permit, consent, and regulatory approval lands on time and never becomes a bottleneck to construction or commissioning.

What You'll Do
  • Map out the complete permitting roadmap across all relevant Norwegian and EU regulatory frameworks
  • Lead applications and engagement with key authorities including DSB, Miljødirektoratet, Statsforvalteren, and local municipalities
  • Align the permitting schedule with the overall project programme so that approvals are secured ahead of critical-path milestones
  • Coordinate with engineering, HSE, environmental, and legal teams to prepare robust, submission-ready documentation
  • Manage public consultation and stakeholder engagement processes where required
  • Identify and resolve regulatory risks early - before they affect cost, schedule, or quality
  • Act as the primary point of contact between the project and all regulatory bodies
What We're Looking For
  • Proven experience managing permitting and regulatory approvals on large-scale industrial or capital projects
  • Strong working knowledge of Norwegian regulatory frameworks (Plan- og bygningsloven, Forurensningsloven, Brann- og eksplosjonsvernloven, Storulykkeforskriften, or similar)
  • Background in chemical, petrochemical, refinery, process, LNG, ammonia, hydrogen, or similar industrial environments
  • EPCM project experience preferred; EPC experience also relevant
  • Demonstrated ability to protect project schedule by proactively managing the approvals timeline
  • Track record of engaging effectively with Norwegian authorities
  • Commercial awareness - delayed permits cost money and erode project value
  • Independent, proactive, and comfortable challenging assumptions when needed
