Senior HSE Advisor / HMS-rådgiver

On behalf of our client, a leading European telecoms and fibre optic installation specialist, we are seeking an experienced Senior HSE Advisor (HMS-rådgiver). You will lead health, safety and environmental performance on a state-of-the-art hyperscale data centre in Skien, Norway, for a Nasdaq-listed hyperscaler. Our client delivers data centre fit-outs, fibre deployment and optical testing for Tier 1 hyperscale customers. Their reputation is built on technical excellence, safety and reliability.
Main Purpose of Role:
As Senior HSE Advisor, you will be the on-site HSE lead for our client's installation teams and subcontractors, ensuring all work is delivered safely and in line with Norwegian HMS legislation, the end client's site standards and our client's own HSE management system.
Key Responsibilities:
- Lead day-to-day HSE/HMS on site for installation crews and subcontractors.
- Develop, implement and maintain site HSE plans, risk assessments, method statements (RAMS / SJA) and safe systems of work.
- Ensure compliance with Arbeidsmiljøloven, Byggherreforskriften, Internkontrollforskriften and site rules.
- Work closely with the principal contractor's SHA-koordinator and contribute to the project SHA-plan.
- Deliver site inductions, toolbox talks and HSE training, building a strong proactive safety culture.
- Carry out regular site inspections, audits and safety walks, and track close-out of corrective actions.
- Manage permit-to-work processes (hot works, working at height, confined space, lifting, electrical isolation).
- Lead incident and near-miss reporting and investigation, root-cause analysis and lessons learned.
- Prepare HSE KPIs and weekly/monthly reports for project management and the end client.
- Liaise with verneombud, AMU and, where required, Arbeidstilsynet.
- Oversee environmental controls on site, including waste management, materials handling and housekeeping.
- Support subcontractor pre-qualification and onboarding, including HMS-kort (ID-kort) checks.
Requirements:
- 5-10 years' HSE/HMS experience within construction, data centres, energy, industrial or a related sector.
- Strong working knowledge of Norwegian HMS legislation and construction-site practice.
- Experience on large, multi-contractor sites, ideally mission-critical, data centre or MEP projects.
- Relevant HSE qualification, e.g. NEBOSH (IGC/Diploma), HMS-utdanning, Bachelor in HMS or equivalent.
- Fluent Norwegian and good professional English (written and spoken).
- Confident communicator who can influence site teams, subcontractors and client stakeholders.
- Full driving licence and the right to live and work in Norway.
Desirable:
- SHA-koordinator training or experience under Byggherreforskriften.
- First aid, working at height and electrical safety (FSE) training.
- Familiarity with telecoms, fibre or electrical installation work.
