Job summary

The Holland Board of Public Works seeks a qualified professional to provide construction oversight and field inspection for water distribution and wastewater collection systems in the Holland area.

The role supports capital improvement projects, private development, and related utility infrastructure work through field observation, plan review, documentation, and coordination with contractors, consultants, and internal staff. Michigan driver license required and EI/IE training preferred.

Qualifications

  • Associate degree in Civil Engineering Technology or equivalent education, training and experience.
  • Field experience related to utility construction, civil infrastructure, construction inspection, project coordination, or construction oversight.
  • Ability to read, interpret, and apply construction drawings, standards, specifications, and project documents.
  • Proficiency with data entry and the ability to create, compile, and maintain project documents, communications, reports, and construction records.
  • Excellent organizational, documentation, and record keeping skills.
  • Interpersonal skills to communicate with contractors, consultants, developers and staff.
  • Ability to work independently in the field and manage multiple assignments with attention to detail.
  • Valid Michigan Driver License.

Responsibilities

  • Act as Project Representative for water and wastewater capital improvement projects, including planning support, design review, construction oversight, field coordination, operation, and maintenance support.
  • Perform field inspections of capital improvement projects, private development projects, and utility-related construction for compliance with HBPW standards, approved plans, specifications, and applicable requirements.
  • Observe, document, and track construction progress within the W/WW service area, including daily field notes, photos, quantities, project updates, and related records.
  • Review construction drawings, standards, specifications, and project documents to support field inspection, construction coordination, and project delivery.
  • Assist with plan review for private development projects, including site plans, utility extensions, service connections, and infrastructure impacts to HBPW systems.
  • Review and help ensure proposed work impacting W/WW systems and services comply with applicable master plans, HBPW standards, and state/regional/federal requirements.
  • Oversee and review related work performed by consultants, contractors, developers, and third-party representatives.
  • Coordinate with internal departments, consultants, contractors, developers, municipal partners, and regulatory agencies as needed to support construction and development-related activities.
  • Address questions and concerns related to W/WW systems and services from contractors, community members, developers, consultants, and organizational staff.
  • Support record keeping, data entry, GIS updates, document preparation, project closeout, and reporting related to assigned projects and construction activity.
  • Perform all other tasks as assigned.

Reports to: Water & Wastewater Engineering Supervisor

Job Summary: This position is responsible for providing construction oversight, field inspection, and engineering support for the water distribution and wastewater collection systems. The role supports HBPW capital improvement projects, private development projects, and related utility infrastructure work through field observation, documentation, plan review, construction coordination, and communication with contractors, consultants, developers, and internal staff. The position also provides engineering support and construction oversight for the City of Holland snowmelt system.

Essential Qualifications
  • Associate degree in Civil Engineering Technology, Construction Management, Construction Technology, or a related field; or equivalent education, training, and experience.
  • Field experience related to utility construction, civil infrastructure, construction inspection, project coordination, or construction oversight.
  • Ability to read, interpret, and apply construction drawings, standards, specifications, and project documents.
  • Ability to observe construction activity, identify potential issues, document field conditions, and communicate findings clearly and professionally.
  • Proficiency with data entry and the ability to create, compile, and maintain project documents, communications, reports, and construction records.
  • Excellent organizational, documentation, and record keeping skills.
  • Interpersonal skills necessary to provide courteous, accurate, and professional information and responses to community members, contractors, consultants, developers, and various levels of organizational staff.
  • Ability to work independently in the field and manage multiple assignments with attention to detail.
  • Valid Michigan Driver License.
Preferred Qualifications
  • Bachelor's degree in civil engineering, Construction Management, or a related field.
  • Engineer-in-Training certification, or interest in progressing toward professional engineering licensure.
  • Experience in water distribution, wastewater collection, utility construction, road construction, site development, or municipal infrastructure inspection.
  • At least two years of experience in water/wastewater construction, construction inspection, construction coordination, or related field work.
  • Experience working with contractors, consultants, municipal staff, developers, or regulatory agencies on construction or infrastructure projects.
  • Proficiency with ArcGIS and Microsoft programs, including Excel, Word, Outlook, and Teams.
  • Working knowledge of computer operations with an ability to generate reports, retrieve data, maintain files, and support project documentation.
  • Effective workplace skills as demonstrated through WorkKeys assessments: Workplace Documents - 5, Applied Math - 5, Graphic Literacy - 5.
Certification Requirements
  • State of Michigan CSW/SESC Inspector or SESC Comprehensive Certification or the ability to obtain within one year of placement into this position.
  • EGLE S-3 Distribution Certification or the ability to obtain within four years of placement into this position.
Physical Requirements & Working Conditions
  • Normal office environment with minimum discomfort due to noise, dirt and dust.
  • Remote work may be utilized as job responsibilities allow.
  • Physical ability to traverse uneven ground at construction sites.
  • Periodic exposure to fumes, odors, dust and/or dirt while on construction sites.
  • Mental ability to frequently handle pressures related to working on projects requiring attention to detail, and the simultaneous management of multiple projects.
