Job summary

TSL is seeking an experienced Technical Lifting Supervisor to lead lifting and vertical-transport delivery across Netherlands projects. You’ll establish standards, provide independent assurance, and challenge lift plans to ensure safe, efficient execution.

This role partners with Project Directors, Construction, Logistics and EHS to coordinate interfaces and ensure readiness for critical operations. Fluency in English is required, Dutch preferred, and travel across sites is expected.

Qualifications

• CPCS A61 appointed person for lifting operations is required.
• Experience reviewing crane strategies and lift plans with load data.
• Background with crane or heavy-lift providers preferred.
• Knowledge of Dutch lifting legislation and site controls.
• Strong English; Dutch language skills are a plus.
• Valid driving licence and willingness to travel regularly.

Role Description

TSL is recruiting for an experienced Technical Lifting Supervisor to provide specialist lifting and vertical-transport leadership across our projects in the Netherlands. Reporting to the EU EHS Director, with matrix accountability to the relevant Project Directors, you will establish consistent lifting standards, advise projects from pre-construction through delivery and provide independent assurance that lifting operations are properly planned, coordinated and executed.

TSL operates as the general contractor, crane companies provide cranes and operators, while specialist subcontractors undertake the installation work. Your role is to lead TSL's position as principal contractor by challenging lift strategies and plans, confirming project readiness, coordinating interfaces and stopping work where safe execution cannot be demonstrated.

This Netherlands-wide role partners with Project Directors, Construction, Logistics, EHS, Design, Temporary Works, Procurement, subcontractors and crane providers. Project teams retain competent daily lifting coordination; you provide country-level expertise and attend critical and high-risk operations as required.

Key Responsibilities

• Develop and maintain the Netherlands lifting and vertical-transport strategy, minimum standards, governance arrangements and project assurance programme.
• Advise during tendering, pre-construction and mobilisation on crane selection, crane locations, capacities, access, ground conditions, logistics, programme, interfaces and procurement scope.
• Review project lifting plans, crane strategies, engineered studies, method statements, risk assessments and emergency arrangements, applying additional scrutiny to complex and high-risk lifts.
• Verify that crane providers, lifting contractors, operators, riggers, signallers and project lifting coordinators are competent, properly appointed and supported by valid documentation.
• Audit lifting operations, cranes, hoists, mast climbers, lifting accessories and associated inspection, maintenance and certification records.
• Attend or provide dedicated TSL assurance for crane erection and dismantling, tandem lifts, blind lifts, exceptional loads and other operations classified as critical or high risk.
• Coordinate lifting interfaces across construction, logistics, design, temporary works, MEP, CSA and multiple subcontractors, including overlapping crane operating zones.
• Exercise stop-work authority where the lift plan, equipment, competence, ground conditions, weather, exclusion zone, communication or site controls are inadequate.
• Lead or support lifting-related incident and near-miss investigations and ensure that corrective actions and lessons learned are implemented across projects.
• Develop practical briefings, toolbox talks and training for project leaders, lifting coordinators and delivery teams, and report lifting risks and performance to senior stakeholders.

Qualifications, Skills, Knowledge & Experience

• At least 5 years of substantial lifting or vertical-transport experience in construction, heavy lifting, industrial installation, infrastructure or another high-risk project environment, including supervisory or technical-assurance responsibility.
• a CPCS A61 appointed person for lifting operations card.
• A strong practical background gained with a crane or heavy-lift provider, specialist lifting contractor, major general contractor or comparable organisation.
• Demonstrable competence in reviewing and challenging crane strategies, engineered lift plans, crane configurations, load data, rigging arrangements, ground-bearing information and safe systems of work.
• Detailed working knowledge of mobile, crawler and tower cranes and relevant experience with hoists, mast climbers, telehandlers and lifting accessories.
• A relevant MBO 4, HBO, technical diploma or equivalent qualification in mechanical, civil, structural or construction engineering, vertical transport or a related discipline; extensive directly relevant experience may be accepted as an equivalent route.

TSL Technical Lifting Supervisor – Job Description

• VOL-VCA and a relevant Dutch lifting qualification such as TCVT W4-08 Hijsbegeleider or demonstrably equivalent competence. Additional operator, rigging, inspection or lifting-planning credentials are advantageous.
• Knowledge of Dutch lifting legislation, recognised industry guidance and contractor control requirements, with the ability to work confidently across Dutch project sites.
• Strong written and spoken English; professional Dutch is strongly preferred. A valid driving licence and willingness to travel regularly between projects are required.
• Flexibility to travel occasionally to other European project locations if required.
