Job summary

Delft Circuits, based in Delft, is seeking a Team Lead HR (HR Manager) to scale the HR function through a pivotal growth phase. You own HR end-to-end, build on the existing framework, and lead a small HR team reporting to the CFO in an international setting.

You’ll drive policies, recruitment, development and payroll coordination while expanding the function to support rapid headcount growth. This 36-hour/week role offers a competitive salary and 8% holiday allowance.

Qualifications

• 10+ years of broad HR experience in technical/manufacturing/scale-up environments.
• Proven experience leading an HR function or team.
• Solid knowledge of Dutch employment law with hands-on, full-cycle HR experience.
• Experience with an international workforce: highly skilled migrants, the 30% ruling, expat onboarding.
• Recruitment experience for technical profiles or ability to master quickly.
• Affinity with learning and development; prior training programmes or a leadership development focus.
• Strong organizational skills; maintain quality during growth.
• Fluent in Dutch and English.

Responsibilities

• Shape HR policy with the Management Team and CFO as policy owner.
• Lead the HR team and end-to-end HR operations (onboarding to offboarding, contracts, files, admin).
• Own recruitment: vacancies, sourcing, candidate experience, collaboration with hiring managers.
• Run the reward cycle: promotions, reviews, payroll coordination with external partner.
• Support an international workforce with immigration, 30% ruling and expat onboarding.
• Manage absence and reintegration under local regulations and OH service.
• Build the works council relationship and be HR's first point of contact.
• Provide HR KPIs to MT and own the HR budget for recruitment and training.
