Job summary

The Independent Oversight Mechanism at the International Criminal Court in The Hague seeks an experienced evaluator to plan and manage evaluations, draft terms of reference, collect and analyse data, and present evidence-based findings to management and stakeholders.

The role requires a strong grounding in evaluation methodologies, fluency in English or French, and the ability to supervise external consultants while ensuring adherence to IOM standards.

Qualifications

• Advanced degree in social science or related field; exceptions possible with relevant experience.
• Experience: minimum five years in evaluation of projects, programmes or policies; international context desirable.
• Knowledge of evaluation methodologies including surveys, case studies, focus groups; ability to develop methodologies with minimal guidance.
• Proficiency in English or French; knowledge of other official court languages would be an asset.

Responsibilities

• Plan and design evaluations, draft terms of reference and assess programme readiness.
• Collect and analyse qualitative and quantitative data to form evidence-based findings.
• Manage external consultants and oversee evaluation budgets and timelines.
• Produce comprehensive evaluation reports and present results to management and stakeholders.
• Ensure adherence to IOM evaluation standards and contribute to guidance on self-evaluation practices.
• Monitor actions taken by the Court in response to conclusions and recommendations.
• Undertake other ad hoc work as required by the Head, IOM.
