Job summary

The Hague, Netherlands-based NATO Communications and Information Agency (NCIA) seeks a Senior Business Analyst to drive NSIP governance and demand management across CIS projects, shaping reports, and ensuring data quality. You will analyse project data and provide actionable insights to stakeholders for timely decisions.

You will collaborate with programme managers, educate on NSIP standards, and help strengthen information flow while delivering value in a complex defense IT environment.

Qualifications

  • Bachelor’s degree or extensive related experience (3+ years).
  • Experience in NSIP processes or defence investment programmes.
  • Experience in project management for C4ISR services or similar.
  • Strong analytical capability with reporting experience.

Responsibilities

  • Governance NSIP policy support: provide analytical input and translate policies into guidance.
  • Demand management & reporting: develop and deliver structured packs for projects.
  • Data quality: validate data, track KPIs, improve reporting and processes.
  • Stakeholder interaction: consolidate actions and support governance forums.
  • NSIP support: educate managers on NSIP standards and best practices.

About the job:

Based in The Hague, The Netherlands, you will join the Agency as we embark on a journey to transform our IT services to support NATO’s Digital Endeavour. You will join the Chief Customer Office, which acts as the front door for customers into the NCI Agency by managing the full customer lifecycle, shaping customer needs, managing prioritised demand against Agency capacity and monitoring delivery against customer commitments and expectations.

We are looking for a driven and enthusiastic Senior Business Analyst who will take on the following roles and responsibilities:

  • Governance NSIP Policy Support: Provide analytical input during policy reviews, identify operational impacts, gaps and implementation considerations, and translate governance policies into clear, actionable guidance for teams and stakeholders.
  • Demand Management and Reporting: Develop, maintain and deliver structured reporting packs covering financials, progress, risks, dependencies and KPI performance across CIS projects within the programme.
  • Data Quality and Continuous Improvement: Validate project data, resolve discrepancies, track and analyse KPIs, and identify opportunities to streamline reporting, improve processes, automate data flows and enhance programme visibility.
  • Stakeholder Interaction: Consolidate taskings and actions issued by governance bodies, monitor follow-up through to closure, support stakeholder communication and provide timely, accurate information for governance forums.
  • NSIP Support: Help educate project and programme managers on NSIP standards, procedures, best practices, tools and techniques, while supporting actions that strengthen relationships and improve information flow.

About you:

The valuable knowledge and experience that you bring to this role are:

  • A Bachelor’s degree from a nationally recognised university in a related discipline with 3 years post-related experience, or exceptionally at least 10 years of extensive and progressive expertise in duties related to the function of the post.
  • Experience (at least 1-2 years) in NSIP processes and policies, or similar security or defence investment programmes, particularly in the area of project delivery within governance models.
  • Experience (at least 2 years) in project management in the development, planning, acquisition or delivery of C4ISR services, systems and/or solutions.
  • Strong analytical capability with experience in financial and performance reporting.
  • Familiarity with project lifecycle management, structured delivery frameworks and the monitoring, reporting and escalation of large, multi-year portfolios.
  • Knowledge of NATO policy and procurement procedures, or similar public procurement policies and procedures.
  • A recognised formal P3M qualification such as PRINCE2, MSP, PMP or MoP, or equivalent demonstrated expertise and experience.
  • Fluency in English, both written and spoken.
