Job summary

The NATO Communications and Information Agency (NCIA) in The Hague is seeking a Senior Solution Engineer to support the Joint Intelligence, Surveillance and Reconnaissance Centre. You will translate operational needs into interoperable, federated technical solutions, spanning AI/ML, data engineering and multi-INT fusion.

You will lead architecture design, requirements management, and system delivery while coordinating with military, operational and industry stakeholders to ensure NATO data

Qualifications

  • A Bachelor's degree is required, or exceptional demonstrable abilities with 10+ years of relevant experience.
  • Experience contributing to design, integration and delivery of software solutions that support collection management, workflows, sensor integration and diverse intelligence data sources, including commercial data and analytical services.
  • Experience contributing to design, integration and delivery of software solutions with AI/ML and LLM-based services for analytical tasks such as prioritising inputs, correlating data, and producing ISR-related intelligence products.
  • Experience in multi-INT environments (OSINT, IMINT, HUMINT, SIGINT) including applying AI/ML to improve data fusion and triage.
  • Experience developing system and solution architectures aligned with requirements, standards, and enterprise design patterns for multi-source data flows.
  • Experience coordinating ICT engineering activities with capability roadmaps, cloud-ready approaches and evolving intelligence capabilities.
  • Experience maintaining relationships with military, operational and technical stakeholders to ensure interoperability and NATO data-handling/security requirements.
  • Ability to apply analytical and systems thinking to resolve integration challenges like data flows, provenance, and resilient mission networks.
  • Ability to support solution design and decision-making across software engineering, intelligence, cybersecurity, data engineering and architecture teams.
  • Strong written and oral communication skills to brief senior staff and multinational groups on design, risks and operational impacts.

About the job

Based in The Hague, Netherlands you will join the Agency as we embark on a journey to transform our IT services to support NATO's Digital Endeavour. You will join the Joint Intelligence, Surveillance and Reconnaissance (JISR) Centre that delivers, supports and protects valued Intelligence, surveillance and reconnaissance capabilities, expertise and services. JISR maximises operational effectiveness for NATO in four key domains: Intelligence Applications, Operational ISR Support, Electronic Warfare/Surveillance Services and Geospatial/Meteorological/Oceanographic Information Services.

We are looking for a driven and enthusiastic Senior Solution Engineer to support NATO Joint Intelligence, Surveillance and Reconnaissance (JISR) Centre operations by translating operational and capability requirements into interoperable, federated and mission - ready technical solutions. The role sits at the intersection of ISR capability development and in-service support, ensuring that JISR capabilities are effectively designed, integrated and delivered across NATO and coalition environments.

The position requires deep expertise across multi-INT disciplines (OSINT, IMINT, HUMINT, SIGINT), strong data engineering and data science competencies, and a thorough understanding of NATO enterprise architectures, standards and federated mission networking. The engineer ensures that delivered solutions enable timely, accurate and actionable intelligence across the JISR enterprise.

About you

The valuable knowledge and experience that you bring to this role are:

  • A minimum requirement of a Bachelor's degree at a nationally recognised/certified University in a related discipline and 3 years post-related experience. Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency, that is, at least 10 years extensive and progressive expertise in duties related to the function of the post.
  • Demonstrated experience contributing to the design, integration and delivery of software solutions supporting collection management, PED workflows, sensor integration and the handling of diverse intelligence-relevant data sources, including commercially acquired data and analytical services.
  • Demonstrated experience contributing to the design, integration and delivery of software solutions supporting collection management, PED workflows, sensor integration and the handling of diverse intelligence-relevant data sources, including commercially acquired data and analytical services, and the use of AI/ML and LLM-based services to support core analytical tasks such as prioritising inputs, correlating multi-source data and preparing ISR-related intelligence products.
  • Demonstrated experience in multi-INT environments (OSINT, IMINT, HUMINT, SIGINT) including the application of AI/ML techniques to improve multi-source fusion, pattern detection and automated triage of intelligence inputs.
  • Strong experience supporting the development of system and solution architectures, ensuring alignment with operational requirements, applicable standards, cross-domain constraints and established enterprise design patterns for multi-source intelligence data flows.
  • Experience coordinating ICT engineering activities that align with established capability roadmaps, including enhancements to data-driven software services, adoption of cloud-ready approaches and the evolution of intelligence-supporting capabilities.
  • Experience maintaining effective working relationships with military, operational and technical stakeholders, including national representatives, NATO bodies and industry partners, to ensure solutions meet operational needs and interoperability expectations across multi-source intelligence environments and to ensure AI-enabled capabilities comply with NATO data-handling, security and interoperability requirements.
  • Proven ability to apply analytical and systems thinking to resolve integration challenges such as cross-domain data flows, metadata consistency, data-provenance handling and resilient mission-network design supporting multi-INT fusion.
  • Proven ability to support solution design and technical decision-making within multi-disciplinary teams spanning software engineering, intelligence operations, cybersecurity, data engineering and architecture, ensuring coherence across the solution lifecycle.
  • Proven ability to communicate technical concepts clearly in written and oral form, including contributing to briefings for senior staff, programme boards and multinational working groups on solution design, risks and operational impacts related to multi source intelligence integration.
  • Fluency in English, both written and spoken
