Job summary

Neste is seeking a Competence Development Manager to lead the design and implementation of a unified competence framework for our Rotterdam refinery operations, including the new project under construction. You will ensure employees acquire the necessary knowledge, skills, and certifications to operate safely and efficiently while collaborating with cross-functional teams.

Qualifications

• Bachelor's or master's degree in a human-centric or business field.
• 5+ years in people leadership and capability-building in industrial settings.
• Experience designing competence frameworks and learning pathways.
• Strong stakeholder management and communication skills.
• Knowledge of LMS and adult learning methods.

Responsibilities

• Lead implementation and continuous improvement of the competence framework supporting the new refinery project.
• Ensure employees acquire the knowledge, skills, and certifications necessary to safely operate new processes and equipment.
• Monitor competence development progress and provide regular reporting to project and site leadership.
• Align and consolidate training platforms into a unified Learning Management System.
• Develop competence frameworks, role profiles, learning pathways, and assessment methodologies across the organization.
• Drive knowledge management and continuous improvement across operations.
• Oversee the department budget and spend vs. approved budget.
