Job summary

Allseas Engineering B.V. in Delft seeks an ambitious Proposals Engineer to join the Proposals Department.

You will review bid documents, prepare a preliminary work plan, distribute documents to departments and subcontractors, and coordinate activities to ensure timely completion of bids. You will monitor bid processes with the Proposals Manager, incorporate input from other departments, answer questions, and support negotiations with clients to secure projects.

Qualifications

• BSc or MSc degree in Civil Engineering, Mechanical Engineering, Offshore Engineering or equivalent.
• Minimum 3 years offshore installation experience, ideally heavy lift and/or pipeline installation.
• Experience working in multi-disciplinary teams.
• Good communicator with client and external parties.
• Willingness to travel and work abroad as required.

Responsibilities

• Review bid documents and prepare a preliminary work plan with the Proposals Manager.
• Distribute bid documents to internal departments and subcontractors.
• Coordinate activities across departments to ensure timely bid completion.
• Review scope of work and prepare qualifications from invitations to tender.
• Evaluate subcontractor bids and compile technical sections of the bid.
• Compile proposal back-up file and assist during hand-over if awarded.

Job description

Introductie

We are looking for an ambitious Proposals Engineer with proven experience in the offshore heavy lift and/or pipeline installation sector to join our Proposals Department in Delft, the Netherlands. The department prepares budgets, pre-qualifications and proposals for and the conclusion of contracts with external clients, mainly major oil and gas exploration companies worldwide. The Proposals Engineer is responsible for the review of the bid documents and the distribution of these documents to the other departments within Allseas and/or subcontractors.

The Proposals Engineer will actively monitor the process to ensure any questions are answered and deadlines are met. Together with the Proposals Manager, the input of the other departments within Allseas and / or subcontractors is reviewed and incorporated in the final bid for submission to the client. After submission, the Proposals Engineer will stay actively involved in the bid process assisting the Proposals Manager during negotiations with the clients in order to secure the project.

Your role

• Review bid documents


• Prepare a preliminary work plan, discuss with the Proposals Manager and decide on actions to be taken


• Distribute the bid documents to other departments within Allseas and/or subcontractors


• Co-ordinate activities of other departments within Allseas and/or subcontractors during the bid phase and ensure timely completion


• Review scope of work and specifications from the invitation to tender and prepare qualifications


• Review all relevant documents from other departments within Allseas and/or subcontractors for correctness and suitability to the bid requirements


• Evaluate bid submissions from subcontractors and prepare evaluation for review by the Proposals Manager


• Decide on selection of technical qualifications and compile technical sections of bid


• Compile proposal back-up file


• In the event of contract award, compile project hand-over file

What we expect from you

• BSc or MSc degree in Civil Engineering, Mechanical Engineering, Offshore Engineering or equivalent


• Minimum 3 years’ offshore installation experience, ideally heavy lift and/or pipeline installation


• Extensive experience working in multi-disciplinary teams


• Good communicator, building and developing relationship with counter parts in client organisations and other external parties


• Ability to assign priorities


• Good command of the English and Dutch language, both written and spoken


• Self-motivated


• Willingness to travel
