Neste in Rotterdam is seeking a Project Procurement Manager to lead end-to-end procurement for major projects, ensuring value, risk management and on-time delivery.
You will collaborate with Project Managers, Engineering and Finance, define strategies, manage supplier lists and RFQs, and mentor expediting resources in a global matrix environment.
We are looking for a forward-thinking, strategically-minded
to join our Project Procurement team in Rotterdam.
In this role, you will become part of a world-class team consisting of over 40 project procurement professionals. Our Project Procurement organization is structured with a strategic team of Project Procurement Managers and a tactical execution team focused on Purchasing and Expediting, supporting our main refinery locations in Porvoo, Rotterdam, and Singapore.
In this role, the Project Procurement Manager acts as the commercial procurement lead for projects, holding single-point accountability. You will ensure end-to-end supply chain excellence while protecting Neste's financial and scheduling interests.
In this position, your time will be internal project steering and external partner interfaces. Your core responsibilities include:
Procurement Leadership & Strategy
Define and execute comprehensive procurement and contracting strategies for projects. You will establish procurement workflows, milestone schedules, and resource plans to ensure cost-effective, timely project deliveries.
Commercial Governance & Sourcing Execution
Prepare framework agreements, set up comprehensive bidder lists, manage requests for quotations (RFQs), evaluate commercial proposals, and make data-driven supplier selection recommendations directly to Project Managers.
Resource Steering & Matrix Leadership
Direct, control, and mentor the operational purchasing and expediting resources assigned to your project portfolio. Provide support and guidance in demanding purchasing and supplier sourcing cases.
Stakeholder Collaboration
Work in close co-operation with cross-functional stakeholders, suppliers, and the project team.
To succeed in this demanding position, you must possess a business-driven, pragmatic, and solution-oriented mindset, backed by the ability to manage high-pressure project delivery targets with a diplomatic approach.
Master’s or Bachelor’s degree in Engineering, Business Administration, or a related field.
Minimum of 5 years of solid experience specifically in industrial project procurement, strategic sourcing, or supply chain project management
Solid tactical ability and deep operational knowledge of project procurement practices, commercial sourcing workflows and supplier management
Fluent in English (excellent written and verbal communication).
A proven track record of working effectively in global matrix environments alongside Project Managers, Project Control, Engineering, HSSEQ, Finance, HR, and Construction Site Supervisors
The recruitment process will include interviews (preliminarily scheduled for week 39) and potential aptitude assessments. Depending on the requirements of the position, the process may include a security clearance (with a drug test) and a potential statutory health examination based on work-related exposures.
