Job summary

Oceanco, based in the Netherlands with facilities in Alblasserdam and Zwijndrecht, seeks a NPRBuyer responsible for procurement of OPEX-related goods and services. You will collaborate with Facility teams and budget holders to streamline sourcing, contracting and supplier governance.

The role requires 5+ years in NPR procurement within a technical environment, strong MS Office skills, and knowledge of MS Dynamics 365 Business Central. Dutch language is a plus and ownership mindset is valued.

• Fluent in English; proficiency in Dutch is an advantage.

Your purpose:
As anNPRBuyer (Non-Project Related Procurement), you are responsible for the procurement of OPEX-related goods and services and work closely with the Facility team and internal budget holders.

What will your challenges be?

• Manage the sourcing and contracting process, including market consultation, RFQ preparation, bidder clarification meetings, commercial evaluations, risk assessments, negotiations, contract award and contract administration
• Execute tenders and contracts for facility-related categories such as Cleaning Services, Catering Services, Maintenance Contracts, Logistics Services, Temporary Labour and Technical Installers
• Develop, implement and manage Service Level Agreements (SLAs), including performance indicators, measurement methods and supplier evaluations
• Establish and maintain framework agreements with strategically selected suppliers and service providers
• Ensure purchasing activities are conducted in accordance with Oceanco procurement procedures, governance requirements and financial authorization levels
• Resolve issues related to quality, delivery performance, contract compliance and invoicing in cooperation with internal and external stakeholders
• Continuously improve NPR procurement processes, standards and templates, including RFQs, contracts, purchase orders, tender documentation and terms & conditions
• Contribute to the professionalization of NPR Procurement by identifying opportunities for standardization, efficiency improvements and knowledge sharing
• Be proactive, result-oriented and capable of working independently while managing multiple priorities in a dynamic environment. You take ownership, communicate effectively and continuously seek opportunities to learn and improve

What do we ask for?

• Fluent inEnglish; proficiency in Dutch is an advantage
• Minimum of 5 years’ experience in a similar role
• Minimum of 5 years’ experience in a similar technical environment
• You recognize yourself in the following competences: Innovative, Result oriented, Autonomous, Active listener
• Good knowledge of MS Office applications
• Good knowledge of MS Dynamics 365 Business Central
