We are looking for an HR Manager to lead HR operations, international mobility support, and a team of HR professionals. In this role, you will be the primary HR point of contact for a portfolio of key clients. You will oversee the full employee lifecycle, from onboarding to offboarding, and support HR operations across our entities in Italy, France, Germany, and the United Kingdom. You will also lead and develop a team of four HR professionals.
Octagon Professionals International is an international HR and workforce solutions company based in The Hague. We support organisations across Europe with Recruitment, Employer of Record (EOR), Payrolling and HR services, helping clients build and manage international workforces.
This role combines HR operations, international mobility, compliance, client management, and team leadership. Together, these responsibilities support an efficient and compliant HR service across multiple countries and client organisations.
ROLE RESPONSIBILITIES:
HR Operations & Employee Lifecycle
- Oversee end-to-end onboarding and offboarding processes
- Prepare and maintain employment contracts, contract amendments and HR records, including salary changes, promotions and transfers
- Check compliance with company policies, local labour legislation and internal processes, working with legal advisors on employee relations and labour law matters
Client & Stakeholder Management
- Act as primary HR point of contact for key accounts including ESA and Huawei, advising on HR administration, employment processes and workforce matters
- Coordinate and deliver HR projects for clients
- Drive process improvements to increase efficiency and service quality
International Mobility & Multi-Country Support
- Manage visa applications, work permits and 30% ruling applications
- Provide HR operational support to entities in Italy, France, Germany and the United Kingdom
- Maintain alignment of HR practices and compliance across jurisdictions
- Lead, coach and develop a team of four HR professionals, managing workload distribution, performance and service delivery
- Oversee time registration and prepare HR reports and management updates
- Bachelor's degree in Human Resources, Finance, Business Administration, Law or a related field
- Minimum 5 years of experience in HR Operations, HR Shared Services or HR Management
- Strong knowledge of Dutch employment law, HR administration and employee lifecycle processes
- Experience with immigration processes, visas and 30% ruling applications
- Experience supporting international HR operations across multiple countries
- Excellent communication and stakeholder management skills, with a track record in client-facing roles
- Strong organisational and project management skills, able to manage multiple priorities in a fast-paced international environment
- Experience within a shared services or consultancy environment
- Proactive, solution-oriented and customer-focused mindset
