Job summary

Us3 Consulting in the Netherlands is seeking an experienced EIA Project Engineer / Package Owner to lead a major industrial package through execution, FAT, installation, SAT, commissioning and handover.

You will own the EIA package end-to-end, manage multiple suppliers, review designs and documentation, drive risk mitigation and ensure safety, quality and schedule are met on site in the south of the Netherlands.

Qualifications

• 5+ years of relevant EIA, project engineering or package ownership experience.
• Broad practical understanding of EIA across multiple disciplines.
• Degree in Electrical Engineering, Automation or Control Engineering is beneficial.

Job description

We are looking for an experienced EIA Project Engineer / Package Owner to join a major industrial engineering project in the south of the Netherlands.

This is a hands-on project ownership role within a multidisciplinary engineering environment. You will take responsibility for an assigned Electrical, Instrumentation & Automation (EIA) package and manage it through the current execution/manufacturing phase, FAT, installation, SAT, commissioning and final handover.

The successful consultant will act on behalf of the client, coordinating and challenging suppliers, identifying technical and delivery risks, and ensuring the EIA package is delivered to the required quality, schedule and commercial expectations.

Key Responsibilities

• Take end-to-end ownership of an allocated EIA package through commissioning and handover.
• Manage the technical and project-related performance of multiple suppliers and vendors.
• Hold suppliers accountable for agreed scope, quality, timescales and deliverables.
• Review Functional Design Specifications and provide appropriate technical input.
• Review electrical drawings, technical documentation and supplier submissions.
• Identify technical, programme and delivery risks and drive appropriate corrective actions.
• Coordinate industrial networks and interfaces between machines, systems and suppliers.
• Oversee machine-safety requirements, including safety zones and system interfaces.
• Support the review and completion of applicable CE documentation.
• Ensure appropriate I/O and interface testing is planned and completed.
• Carry out sample checks of completed I/O and interface tests.
• Ensure functional testing is undertaken correctly and that issues are followed through to resolution.
• Review FAT results and assess whether equipment and systems are technically and functionally acceptable.
• Provide strong onsite support during installation, SAT, commissioning and start-up.
• Create and actively manage punch lists through to closure.
• Monitor expenditure and budget performance within the assigned EIA package.
• Technically assess invoices, variations and additional works.
• Resolve issues independently where possible, escalating significant scope, cost or programme decisions to the Project Manager.

Required Background

We are looking for someone with a broad, practical understanding of EIA rather than a narrow specialist profile.

You should be comfortable working across areas including:

• Electrical engineering
• Industrial automation and PLC-based systems
• Functional Design Specifications and control philosophies
• Machine safety and CE compliance
• FAT and SAT
• I/O and interface testing
• Commissioning and start-up
• Industrial machinery and production environments
• Supplier and vendor management

You do not need to be the technical specialist in every discipline. However, you must have enough experience to understand the engineering, recognise potential problems, assess whether proposed solutions are appropriate and know when additional specialist input is required.

The Type of Person We Need

Ownership and maturity are critical to this assignment.

You should be someone who can:

• Become self-sufficient following a short handover.
• Take genuine responsibility for your package rather than simply coordinate activities.
• Work proactively and make decisions without requiring constant direction.
• Maintain oversight of several suppliers, interfaces and workstreams simultaneously.
• Confidently challenge suppliers when commitments or technical standards are not being met.
• Deal directly with difficult technical or delivery issues.
• Drive solutions rather than simply report problems.
• Make balanced and commercially aware technical judgements.
• Understand when a matter can be resolved independently and when Project Manager alignment is required.

What This Role Is Not

This is not a traditional detailed-design engineering position.

You will not normally be expected to:

• Write PLC software.
• Produce detailed electrical drawings.
• Carry out detailed engineering work on behalf of suppliers.
• Perform specialist PL or SIL calculations.
• Replace the detailed engineering responsibilities of vendors.

The emphasis is on technical ownership, supplier management, execution and delivery.

Experience

As a guide, candidates are likely to have 5+ years of relevant EIA, project engineering or package ownership experience, although capability and project exposure are more important than an exact number of years.

Particularly relevant experience includes:

• Managing engineering packages independently.
• Working with equipment manufacturers and engineering suppliers.
• FAT, SAT and commissioning.
• Practical multidisciplinary EIA engineering.
• Managing technical issues through to resolution.

A Bachelor's or Master's degree in Electrical Engineering, Automation, Control Engineering or a related discipline would be beneficial, although strong practical experience will also be considered.

• Commitment: 4–5 days per week
• Onsite requirement: Strong preference for full-time onsite presence; 100% onsite will be required during installation and commissioning
• Language: Fluent English essential; Dutch highly desirable
