Job summary

Onderwijsregio Hollands Noorden seeks an experienced Team Leader to steer housing, facilities management and procurement for educational facilities. Good educational facilities form the basis for good education. That is why we are looking for an experienced and connecting Educational Facilities Team Leader that directs our housing challenges, facilities management and procurement function, and also leads an expert team.

Over the coming years we face major challenges in the areas of new construction, renovation, sustainability, maintenance and the further professionalisation of our services. As Team Leader of Educational Facilities, you will play a key role in this. You will be responsible for the development and implementation of policy, manage complex projects and act as a key discussion partner for school leaders, the board, local authorities and external partners.

About the Educational Facilities Department

The Educational Facilities department supports schools in the areas of accommodation, property management, maintenance, facility services, procurement and contract management. The department plays an important role in the development and maintenance of safe, healthy and sustainable school buildings.

As Team Leader for Educational Facilities, you manage a compact and professional team of three staff members and work closely with school leaders, the administrative office, local authorities and external partners.

Together for good education, that is our course until 2028. We connect theory with practice and offer tailored education for every pupil from the region. In this way, we prepare pupils for their place in society.

OVO Zaanstad comprises eight schools for state secondary education in Zaanstad. Our approximately 800 employees provide education to around 5,700 pupils. OVO Service supports the Executive Board and the schools in realising these ambitions.

Job requirements

What will you do?

As Team Leader for Educational Facilities, you are part of the OVO Service Management Team and report directly to the Chair of the Executive Board. You lead the Educational Facilities department and are responsible for the development, organisation and quality of service provision across three interconnected areas of work: Estates, Facilities Management and Procurement & Contract Management.

You provide hierarchical leadership to a compact team of three staff members and are responsible for the personnel, organisational and substantive management of the team. You create clear frameworks, encourage ownership and ensure a professional, future-oriented department. In addition, you manage external project managers.

In addition, you will take the lead on a number of strategic projects and tasks that will determine the quality and future-proof nature of our educational facilities in the coming years. In doing so, you will build on trajectories that have already been initiated and ensure their successful completion and further development.

Your responsibilities

Housing

You are ultimately responsible for the development, implementation and evaluation of the accommodation policy of OVO Zaanstad. You ensure that our educational buildings align with current and future educational needs.

You:

· develops and implements the strategic accommodation policy and translates developments in the fields of education, sustainability and real estate into future-proof policy;

advises the Executive Board, school leaders and other stakeholders on housing issues;

• manages new-build, renovation, refurbishment and sustainability projects;
• are responsible for the implementation and further development of the Long-Term Maintenance Plan (LTMP);
• represents OVO Zaanstad in official consultations with the municipality regarding educational housing and the Integrated Housing Plan (IHP);
• monitors the progress, finances, quality and risks of housing projects.

Facilities

You ensure professional and customer-focused facilities services that optimally support the schools in their primary process.

You:

• develops and implements facilities management policy;
• drives the further professionalisation of facilities management processes;
• advices schools on facilities management issues and improvement initiatives;
• drives safe, healthy and sustainable learning and working environments;
• monitors the quality and continuity of the facilities services;
• ensures that laws and regulations, user needs and organisational goals are effectively translated into daily practice.

Procurement & Contract Management

You are responsible for the further development of the procurement function within OVO Zaanstad and ensure lawful, efficient and sustainable procurement processes.

You:

• develops and implements purchasing policy and procurement strategies;
• advices management, school leaders and colleagues on procurement and contract issues;
• manages tenders and other procurement processes;
• maintains contact with suppliers, consultants and contract partners;
• monitors contract performance, contract risks, terms and financial arrangements;
• focuses on quality, sustainability, cost-consciousness and supplier management;
• ensures professional contract and supplier management processes within the organisation.

Working conditions and safety

From your role, you are closely involved in occupational health and safety policy and the physical and social safety within the organisation. You ensure adequate support for the health and safety committee and the implementation of the health and safety policy.

Leadership and organisational development

You lead a team of three professionals and actively contribute to the further development of OVO Service.

You:

• manages the HR cycle and guides employees in their development;
• encourages ownership, collaboration and results-oriented working;
• is responsible for the department's planning, staffing, budget and reports;
• contributes as an MT member to organisation-wide issues and policy development;
• maintains an active network with internal and external stakeholders;
• translates administrative objectives into concrete results for the department.

Current assignments

In the coming period you will be responsible for, among other things:

• the management of the construction of a new school;
• the preparation of potential future new-build and renovation projects;
• the relocation and internal refurbishment of a school site;
• the completion and after-care of realised climate installations in multiple school buildings;
• the implementation and safeguarding of a new Long-Term Maintenance Plan (LTMP);
• the representation of OVO Zaanstad in the development of an Integrated Accommodation Plan (IAP);
• the preparation and management of tender procedures;
• the further professionalisation of real estate, maintenance, facilities and procurement processes.

Who are you?

You are a robust and approachable discussion partner who easily switches between strategy, policy and execution. You maintain an overview of complex issues, bring people and interests together, and know how to successfully implement projects and change processes.

Additionally, you have:

• a completed relevant bachelor's or master's degree (HBO or WO), for example in Architecture, Facility Management, Real Estate Management, Industrial Engineering and Management, or similar;
• extensive experience with housing, real estate, facilities or organisational issues;
• experience in project and programme management;
• managerial experience or demonstrable experience in leading professionals;
• knowledge of and experience in purchasing policy, tendering processes, contract management and supplier management;
• knowledge of property management, maintenance planning and housing processes;
• experience with budget management and investment issues;
• excellent communication skills and political acumen.
