Job summary

EMW is seeking an experienced Intelligence Capabilities Project Manager to oversee multiple defence projects in the The Hague area. The role requires current NATO SECRET clearance and proven ability to coordinate with multinational stakeholders including ACO, SHAPE, and NHQ, ensuring governance and reporting excellence.

You will lead planning, risk management, and ensure alignment with outcome-based acquisition and IFB development.

Qualifications

• Active NATO SECRET clearance is required.
• Demonstrated project management experience in defence, intelligence, or multinational environments.
• Strong understanding of Joint Intelligence, Surveillance, and Reconnaissance fundamentals including biometrics, identity intelligence, PED, collection management, and data-centric security.
• Experience coordinating with ACO, SHAPE, NHQ, and other NATO bodies.
• Familiarity with CPP and NSIP governance, outcome-based acquisition, and RFI/RFP development.
• Ability to manage contractors, technical teams, and cross-functional stakeholders.
• Excellent communication skills for senior-level reporting and governance documentation.
• Experience supporting capability development, requirements refinement, and operational integration.

Duties & Role:

Provide project management oversight for multiple Intelligence Capabilities projects:

• Lead planning, scheduling, risk management, and stakeholder coordination.
• Prepare governance documentation and reporting for CPP and NSIP.
• Coordinate delivery activities with ACO, SHAPE, NHQ, and other NATO bodies.
• Ensure alignment with outcome-based acquisition and support IFB development.

Skills, Knowledge & Experience:

• The candidate must have a currently active NATO SECRET security clearance
• Demonstrated project management experience in defence, intelligence, or multinational environments.
• Strong understanding of Joint Intelligence, Surveillance and Reconnaissance fundamentals including biometrics, identity intelligence, process exploitation dissemination (PED), collection management, enterprise intelligence services, and data-centric security.
• Experience coordinating with ACO stakeholders including Joint Force Commands, SHAPE, and multinational stakeholders.
• Familiarity with CPP and NSIP governance, outcome-based acquisition, and RFI/RFP development.
• Ability to manage contractors, technical teams, and cross-functional stakeholders.
• Strong communication skills for senior-level reporting and governance documentation.
