Job summary

Huo Loong Enterprise in Ipoh, Perak is seeking a dedicated Yellow Book Safety Officer to ensure HSE compliance across our construction operations. This full-time role requires minimum 3–5 years on-site safety experience and CIDB Yellow Book certification.

You will lead safety inspections, develop management plans, deliver training, investigate incidents, and maintain records while coordinating with project teams and regulatory bodies to uphold safety standards.

Qualifications

• CIDB Yellow Book certification or equivalent is required.
• 3–5 years of hands-on safety officer experience in construction.
• Knowledge of Malaysian safety regulations including OSHA Act 1994.
• Strong communication and interpersonal skills for effective engagement at all levels.
• Ability to develop and deliver safety training for diverse audiences.

About the role
Huo Loong Enterprise is seeking a dedicated and experienced Yellow Book Safety Officer to join our team in Ipoh, Perak. This is a full-time position that plays a critical role in ensuring the health, safety and environmental (HSE) compliance across our construction operations. As a Yellow Book Safety Officer, you will be responsible for implementing and maintaining safety standards on construction sites, ensuring all activities comply with Malaysian construction safety regulations and industry best practices. This role is essential to protecting our workforce and maintaining our commitment to operational excellence.

Key responsibilities

Conduct comprehensive site safety inspections and audits to identify hazards and assess risks on construction projects

Develop, implement and monitor safety management plans aligned with Yellow Book requirements and construction industry standards

Provide safety induction and training programmes to all site personnel, contractors and visitors

Investigate accidents, incidents and near-misses, documenting findings and recommending corrective actions

Ensure proper use of personal protective equipment (PPE) and enforce compliance with safety protocols across all site activities

Maintain comprehensive safety records, documentation and reports in accordance with regulatory requirements

Coordinate with project management teams to integrate safety considerations into project planning and execution

Conduct toolbox talks and safety briefings to reinforce a strong safety culture on site

Monitor contractor performance and ensure adherence to contractual safety obligations

Liaise with regulatory bodies and respond to safety-related queries and inspections

What we're looking for

Valid Yellow Book Certification from the Construction Industry Development Board (CIDB) or equivalent recognised safety qualification

Minimum 3-5 years of hands‑on experience as a Safety Officer in construction or related industries

In‑depth knowledge of Malaysian construction safety regulations, standards and guidelines including the Occupational Safety and Health Act 1994

Strong understanding of hazard identification, risk assessment and mitigation strategies specific to construction environments

Excellent communication and interpersonal skills with the ability to engage effectively with workers at all levels and management

Proven ability to develop and deliver safety training programmes to diverse audiences

Proficiency in maintaining detailed records, conducting investigations and preparing comprehensive safety reports

Physical fitness and ability to work on construction sites in various weather conditions

Valid driving licence

Preferably holds additional certifications such as OSHA, First Aid or Environmental Management qualifications
