CIMB Group in Kuala Lumpur seeks a Risk & Control Unit Head to drive the first line of defense in risk management across divisions and geographies. The role emphasizes strong governance, compliance, and robust control frameworks to support Bank-wide risk practices.
Leading a team, you will coordinate with regulators, ensure policy sign-off, and advance risk awareness while delivering measurable improvements in control effectiveness across the Bank and Group.
The Risk and Control Unit Head is responsible for ensuring the Division/Department maintains an adequate and effective first line of defense risk management program. The role involves promoting and supporting Business and Support Management to ensure adherence with applicable banking laws, rules, regulations and internal policies, procedures and processes. The position enables the effective execution of operational risk and compliance throughout the Bank/Group, with respect to identifying, quantifying, reviewing, evaluating and measuring risk to ensure that all compliance and risk categories are identified and managed in accordance with regulatory, internal policies and procedures requirements.
Manage operational risk and regulatory risk for the Division/Department across legal entities or geography as stated in the appointment letter
Act as liaison and address all concerns and requirements of regulators with respect to risks within functional area of responsibility
Proactively manage risk in the Division/Department to reduce the likelihood or impact of negative events
Report risks to the Head of Division/Department in a timely manner to provide clear view of overall control effectiveness
Execute the operational risk framework of the bank in a robust and disciplined manner to achieve sound risk management practices and reporting
Partner and engage with the second line of defense to achieve optimal outcome of risk management
Validate division/department policies, procedures, SOPs for completeness and accuracy and sign-off on all SOPs
Build and execute the compliance risk framework within the Division/Department in a robust and disciplined manner
Support and lead the Division/Department in proactive identification and management of compliance risk
Identify areas with ineffective controls and work with relevant stakeholders to enhance overall control environment to mitigate compliance risks
Establish reverence for strong risk management by applying knowledge and understanding of business products, services and processes
Facilitate strong partnerships across various stakeholder groups and determine best methods of communication and establish escalation model
Ensure alignment of tasks between the 3 lines of defense to minimize overlap or gaps
Compile and analyse risk data for themes and trends and raise awareness of emerging risks in the industry
Ensure every business and support unit within the Division/Department has an RCU team and QA testers with proper appointment execution
Track and maintain updated list of RCU team and QA testers within the Division/Department
Facilitate relevant training within the Division/Department and cascade risk information or program updates to RCU team and QA testers
Provide guidance to support RCU team and QA testers in their role
Monitor performance against relevant RCU team and QA testers KPIs
Develop direct and indirect subordinates with well thought through and executable action plans
Bachelor Degree holder or equivalent
Professional or post graduate qualifications such as Chartered Accountant, CFA, MBA, LLB
Minimum 10 years work experience with relevant experience in a risk/audit/compliance/legal related role within the relevant business/function
Excellent communication skills both verbal and written
Understanding of risk drivers and ability to articulate risk to non-risk personnel
In depth knowledge of risk related to business/function
Able to work autonomously
Demonstrated managerial, leadership and facilitation skills
Understanding of how a bank operates front to back
Good presentational skills, Microsoft Word, Excel and PowerPoint
