Job summary

OCBC Malaysia is seeking an experienced Operational Risk Partner to oversee risk management across the division, including risk assessments, incident oversight, controls remediation and regulatory adherence.

You will collaborate with second line of defence, conduct trainings, review SOPs, manage major incidents end-to-end, and work with stakeholders to implement robust controls. Degree holder with 8+ years of risk management experience required; strong knowledge of consumer banking regulations.

Qualifications

  • Degree holders with minimum 8 years of direct and broad-based risk management experience covering third party risk management, operational risk management, business continuity management, regulatory and compliance.

Responsibilities

  • Drives and contributes towards successful implementation of initiatives from CFS business units considering risk-rewards trade-offs and business risk appetite.
  • Provides active risk advisory in the operational, third party, outsourcing, business continuity management, customer information handling, business process controls, etc., to ensure processes/controls are sound and robust to meet internal policies, guidelines, and applicable regulatory requirements.
  • Review and validate business units SOPs, process manuals, and control documentation to ensure alignment with regulatory requirements and Group-wide policies.
  • Manage major incident end-to-end (i.e. incident escalation, recovery, regulatory reporting if any, customer communication, etc), support root cause analysis for risk events with the relevant stakeholders.
  • Collaborates with business units to formulate appropriate controls to mitigate operational risks (i.e. Data Loss, Third-Party, Business Continuity) arising from initiatives and processes to an acceptable level of low and moderate risk.
  • Foster close working relationship with key stakeholders of other divisions, particularly second line of defence (Group Legal & Compliance, Operational Risk Management, Operation & Technology, Information Security and Digital Risk Management, etc) to ensure CFS alignment of applicable policies with the Group.
  • Conduct regular communication and refresher trainings to uplift staff awareness on thematic areas (e.g. third party, outsourcing, data loss risks, etc).
  • Participates in initiatives and taskforces established from various committee forum, such as Operational Risk Partner Forum, Data Working Group, Regulatory Reporting Committee, etc.
  • As a key liaison with Anti-Fraud team to operationalise the fraud initiatives or controls.

This role serves as the primary Operational Risk Partner, driving and overseeing the effective management of operational risk matters across the Division, including operational risk event management, material incident oversight, risk assessments, remediation of control gaps, escalation of significant risk issues, and ensuring that operational risk requirements are consistently implemented and adhered to across business units.

Educational And Work Experience


  • Degree holders with minimum 8 years of direct and broad‑based risk management experience covering third party risk management, operational risk management, business continuity management, regulatory and compliance. Sound knowledge in operational process and business applications/system for consumer banking.

  • Strong knowledge of consumer banking products, services, channels, and processes, as well as regulations governing the consumer banking business.


Technical Skills


  • Broad knowledge and understanding of regulatory requirements and expectations relating to MCIPD guideline, RMiT guideline, outsourcing guideline, business continuity management guideline, personal data protection act, data governance, regulatory reporting framework, etc.

  • Strong risk oversight and governance, collaborating with relevant stakeholders to strengthen risk prevention and detection capabilities.
