Job description

A Turnaround Safety Officer specializing in rotating equipment for oil and gas projects in Bintulu, Sarawak, oversees high-risk mechanical overhaul activities (pumps, compressors, turbines) during plant shutdowns. Candidates typically need a valid DOSH-registered Safety and Health Officer (SHO) green/yellow book, NIOSH certification, and 3+ years of shutdown experience.

Key Responsibilities:-

Monitor High-Risk Activities: Oversee heavy lifting, confined space entry, hot works, and dismantling/re-installation of heavy rotating equipment (turbines, compressors, and large pumps).

Compliance & Audits: Ensure all turnaround contractors adhere to local DOSH guidelines, OSHA 1994, and client-specific HSSE (Health, Safety, Security, and Environment) management systems.

HSE Walkthroughs: Conduct daily site safety inspections, issue stop-work orders for unsafe acts or conditions around mechanical work fronts, and verify isolation/LOTO (Lockout/Tagout) compliance.

Safety Briefings: Lead daily toolbox talks and pre-job safety analysis (PSA) specific to mechanical/rotating equipment lifting and overhaul risks.

Incident Response: Assist in incident investigations, root cause analysis (RCA), and maintain daily safety logs/reports during the shutdown phase.

Key Requirements:-

Qualifications: Diploma or Degree in Occupational Safety & Health, Engineering, or equivalent.

Certifications: Valid NIOSH-certified Safety and Health Officer (SHO) qualification and valid registration with DOSH (Department of Occupational Safety and Health Malaysia).

Industry Experience: Minimum 3 to 5 years of total safety experience in oil and gas, petrochemical, or refinery environments.

Turnaround Experience: Documented participation in at least 2–3 major plant shutdowns, turnarounds, or retrofitting projects (specifically involving mechanical/rotating packages).

Local Status: Preference is frequently given to Sarawakians or candidates holding valid local work permits
