Job summary

ELSA in Malaysia, Kuala Lumpur seeks a seasoned procurement professional to lead sourcing and tendering activities for materials and services. You will ensure compliance with policies, drive cost optimization, and manage end-to-end contracts in a challenging oil and gas environment.

You will coordinate with internal stakeholders and suppliers to meet project requirements, monitor procurement progress, and uphold governance and ethical procurement practices.

Qualifications

• Bachelor's degree in relevant field and 6+ years of procurement/SCM experience.
• Experience in Joint Operating Company (JOC) or Production Sharing Contract (PSC) environment is highly relevant.
• Strong sourcing, tendering, commercial evaluation, contract negotiation and procurement administration skills.
• Commitment to procurement governance, compliance and ethical business practices.
• Ability to coordinate with internal stakeholders and suppliers to meet project requirements and timelines.

Responsibilities

• Plan and execute sourcing activities for materials and services, including low-value, high-value, and complex tenders.
• Manage the end-to-end tendering process, including invitation-to-bid documents, bid evaluation and contract award.
• Coordinate with internal stakeholders to ensure activities meet project requirements and timelines.
• Execute and monitor the Master Procurement Plan for materials and services.
• Identify cost-saving opportunities through strategic sourcing, supplier negotiations and market analysis.
• Prepare and coordinate contract documentation with internal departments and external contractors.
