Job summary

Hong Leong Bank in Malaysia seeks an IT Contract Management Manager to lead end-to-end IT strategic sourcing, procurement, and vendor management. You will build long-term vendor relationships, drive cost-saving initiatives, and ensure regulatory compliance across IT spending.

The role offers exposure to governance, capacity analysis, and transformation programs within a modern banking context, reporting to the Procurement team.

Qualifications

• 5+ years of managerial sourcing/procurement experience, with at least 3 years in IT.
• Proven track record of executing strategic cost-saving initiatives and TCO analyses.
• Advanced proficiency in MS Excel, Word, PowerPoint; familiarity with e-procurement systems and spend analytics tools.
• Excellent communication skills for presenting to senior management.
• Decisive, detail-oriented and able to multi-task while delivering high-integrity results.

Responsibilities

• Develop collaborative relationships with stakeholders and vendors to meet bank needs.
• Drive cost-management targets for IT hardware and software via renegotiation and vendor consolidation.
• Evaluate total cost of ownership (TCO) from deployment to decommissioning to curb spend.
• Benchmark pricing against industry standards and seek best-in-class terms with flexible contracts.
• Ensure all IT contracts comply with BNM guidelines, including RMiT risk management.
• Maintain framework to analyze monthly capacity utilization and provide actionable insights.
• Lead and coach team in sourcing strategies and spend analysis, promoting service-oriented governance.
• Support senior management in business transformation, ESG initiatives, and procurement process improvements.
