Job summary

MCC20 DEVELOPMENT & CONSTRUCTION (M) SDN BHD is seeking a Safety & Health Officer based on site at Jalan Bukit Kapar, Klang. The SHO will plan, enforce, and sustain occupational safety, health, and environmental compliance across site operations under OSHA 1994, BOWEC, and EQA.

You will lead HSMS development, conduct audits, manage PTW, and coordinate with DOSH, DOE, CIDB and local authorities to prevent incidents and ensure regulatory adherence.

Qualifications

• Diploma or Bachelor's Degree in Occupational Safety and Health (OSH), Environmental Engineering, Civil/Mechanical Engineering, or related technical disciplines.
• Registered Safety & Health Officer with an active Green Book issued by DOSH (JKKP).
• Minimum 3–5 years of on-site SHO experience in high-rise/building construction or large-scale civil works.

Responsibilities

• Formulate, implement, and review SHMS aligned with ISO 45001 and ISO 14001.
• Ensure compliance with OSHA 1994, BOWEC Regulations 1986, and related legislation.
• Lead PTW system and oversee high-risk activities (cranes, deep excavations, work at heights).
• Oversee environmental controls compliant with DOE and EMP/ESCP requirements.
• Prepare Monthly Safety & Health Reports to DOSH and employer.
• Perform root-cause analyses for incidents and ensure regulatory reporting timelines.

Job description

The position are based on site Jalan Bukit Kapar, Klang, Safety & Health Officer (SHO) is responsible for planning, enforcing, and sustaining occupational safety, health, and environmental compliance across site operations. Operating under the Occupational Safety and Health Act (OSHA 1994 & amendments), BOWEC Regulations, and Environmental Quality Act (EQA 1974), the role bridges executive site management, sub-contractors, and statutory enforcement agencies (DOSH/JKKP, DOE, BOMBA, CIDB) to drive zero workplace fatalities and prevent statutory stop-work notices.

Key responsibilities

Formulate, implement, and review the project-specific Safety & Health Management System (SHMS) aligned with ISO 45001 and ISO 14001 guidelines

Ensure operations strictly comply with the OSHA 1994, BOWEC Regulations 1986, and relevant subsidiary legislation

Conduct regular internal QESH site audits, evaluate gap analyses, and verify the close-out of site non-conformance notices (NCN) issued to trade contractors

Lead the formulation and revision of HIRARC (Hazard Identification, Risk Assessment, and Risk Control) registries across structural, architectural, MEP, and civil works

Review Safe Work Procedures (SWP) and Method Statements submitted by sub-contractors; verify that control hierarchies are executable on the ground

Direct the high-risk Permit-to-Work (PTW) system—enforcing tight clearance criteria for crane lifting, deep excavations, work-at-heights, confined spaces, and temporary electrical installations

Oversee on‑site environmental protection controls in compliance with the Department of Environment (DOE), covering the Environmental Management Plan (EMP) and Erosion and Sediment Control Plan (ESCP)

Function as the principal site liaison officer for DOSH (JKKP), BOMBA, DOE (JAS), CIDB, and local municipal councils (PBT)

Prepare and submit the statutory Monthly Safety & Health Report to the employer and DOSH in accordance with Regulation 18 of the SHO Regulations

Lead root‑cause analyses (RCA) for all dangerous occurrences, near‑misses, and accidents; prepare internal investigation dossiers and submit statutory JKKP 6 / 7 / 8 notification forms to DOSH within mandatory reporting timelines

About you

Diploma or Bachelor's Degree in Occupational Safety and Health (OSH), Environmental Engineering, Civil/Mechanical Engineering, or related technical disciplines

Registered Safety & Health Officer with an active Green Book issued by DOSH (JKKP)

Minimum 3 to 5 years of hands‑on site experience as a registered SHO in high-rise building construction, infrastructure (bridges, highways, rail), or large-scale civil works

Strong working knowledge of Malaysian statutory frameworks (OSHA, BOWEC, EQA, FMA repeal transitions, CIDB Act 520, and Akta 446 for workers' accommodations)

Strong leadership presence on‑site with the assertiveness to call a temporary stop‑work on imminently dangerous acts

Clear proficiency in English and Bahasa Malaysia (both written and spoken) for reporting and regulatory discussions

Certified Professional in Environmental Competency (e.g., CePEOEIA, CePSO, or CePBFO) by the Environment Institute of Malaysia (EiMAS) is an added advantage

Conversational Chinese/Mandarin or regional languages is an asset for foreign worker coordination and client relations
