Job summary

PMB Pemborong Maju Bersatu Sdn Bhd is seeking a Senior Sourcing Specialist to lead strategic sourcing initiatives in Malaysia. The role focuses on developing and executing LTAs and framework agreements with key suppliers, ensuring aligned commercial strategies and long-term value for projects.

You will manage end-to-end sourcing, negotiate terms, and collaborate with engineering and operations teams to meet project requirements, while ensuring compliance and risk mitigation.

Qualifications

• 12+ years of strategic sourcing and procurement experience.
• Experience with LTAs and framework agreements.
• Oil and gas industry experience.

Responsibilities

• Lead development and execution of sourcing strategies across assigned categories.
• Drive establishment of LTAs and framework agreements with key suppliers.
• Manage end-to-end sourcing lifecycle including RFQs, bid evaluations, and supplier selection.
• Execute PO placement aligned with negotiated terms and requirements.
• Negotiate complex commercial terms, pricing structures and contract conditions.
• Identify strategic suppliers and develop partnerships to improve value and performance.
• Analyze spend and market trends to identify cost-saving opportunities.
• Ensure compliance with procurement policies, legal standards and governance.
• Collaborate with engineering, operations and project stakeholders to align requirements.
• Monitor supplier performance and drive continuous improvement initiatives.
• Proactively manage supply risks and develop mitigation strategies.

Job description

As a Senior Sourcing Specialist, you will lead strategic sourcing initiatives, including the development and execution of long-term agreements (LTAs) to drive cost efficiency, supply continuity, and commercial value. You will partner with cross-functional teams and suppliers to ensure robust contracting strategies aligned with business objectives.

• Leading development and execution of sourcing strategies across assigned categories.
• Driving establishment of long-term contracts (LTAs) and framework agreements with key suppliers.
• Managing end-to-end sourcing lifecycle including RFQs, bid evaluations, and supplier selection.

Executing Purchase Order (PO) placement in alignment with negotiated terms, project requirements, and procurement policies.

• Negotiating complex commercial terms, pricing structures, and contract conditions.
• Identifying strategic suppliers and developing partnerships to improve value and performance.
• Analyzing spend and market trends to identify cost-saving and consolidation opportunities.
• Ensuring compliance with procurement policies, legal standards, and contractual governance.
• Collaborating with engineering, operations, and project stakeholders to align technical and commercial requirements.
• Monitoring supplier performance and driving continuous improvement initiatives.
• Proactively managing supply risks and developing mitigation strategies.

Essential Requirements of the role (Experience / Skills / Competencies):-

• Years of experience: 12 + years
• Field of experience: Strategic sourcing and procurement
• Technical Skills: Contract negotiation, LTA development, cost analysis, supplier evaluation, procurement strategy, commercial and contractual management
• Soft Skills: Strong stakeholder management, negotiation and influencing, communication, problem-solving
• Tools or Software (Required): MS Office, SAP, Ariba (or equivalent sourcing tools)
• Industry Background or Experience (Required): Oil and Gas (field and workshop)
• Target Companies: OEMs, EPC contractors, oilfield services companies, multinational industrial organizations
• Off-limits Companies: NA
• Required Accreditations / Qualifications / Certification / Licenses including driving License: Driving License preferred, professional certification (CIPS/ISM) is an advantage
