Responsibilities

• Support and stabilize delivery of the BNM project, ensuring it stays on schedule and within scope and quality.

Finexus Group's PMO delivers high-stakes technology projects for Bank Negara Malaysia (BNM), banks, and corporate clients across Malaysia. As a Senior Project Manager, you will help stabilize and deliver a critical BNM project while independently managing a broader portfolio of hybrid technology initiatives, ensuring regulatory, operational, and business outcomes are consistently met.

You will work alongside the current Project Manager on the BNM project, providing additional delivery capacity, structure, and support, while also managing a portfolio of hybrid (predictive and agile) technology projects for banks, corporate clients, and internal initiatives. This role blends traditional project management with hands-on technical project management, requiring close engagement with engineering and technical delivery teams, business and operations teams, and external regulators. Depending on performance and contribution, responsibilities on the BNM project may be reviewed and adjusted over time.

Mission / Expected Outcomes:

• Support and stabilize delivery of the BNM project, ensuring it stays on schedule and within scope and quality.
• Lead end-to-end delivery of complex hybrid technology projects spanning regulatory payment, regulatory reporting, card payment, and e-invoice solutions.
• Blend project management and technical project management to assess delivery feasibility, technical risk, and solution design.
• Proactively manage project scope, schedule, budget, resources, risks, and issues, escalating where required.
• Maintain transparent, timely communication with BNM, bank clients, and internal stakeholders.
• Strengthen PMO governance through improved reporting standards, risk frameworks, and process improvement.

Key Responsibilities:

1. Project Delivery & Execution

• Work alongside the current Project Manager on the BNM project, contributing to rapid project health checks and improving delivery cadence.
• Lead end-to-end delivery of hybrid (predictive and agile) technology projects, including high-risk and complex initiatives for BNM, banks, and corporate clients.
• Select and apply the appropriate project methodology (predictive/waterfall or agile) based on project context, client requirements, and risk profile.

2. Technical & Risk Management

• Undertake technical project management responsibilities, working closely with engineering and technical teams on solution design, technical risk assessment, and delivery feasibility.
• Manage project scope, schedule, budget, resources, risks, and issues, escalating proactively to the Head of PMO, senior management, and regulators where required.

3. Stakeholder & Cross-Functional Collaboration

• Act as a point of contact for BNM, bank clients, and internal stakeholders, ensuring transparent and timely communication on project status.
• Coordinate cross-functional teams, including internal technical, business, and operations teams, external vendors and implementation partners, and client/bank/regulator working groups.

4. PMO Governance

• Contribute to PMO governance, including project reporting standards, risk frameworks, and process improvement.

Technical Scope:

• Project methodologies: Agile/Scrum, Predictive (Waterfall), and hybrid delivery approaches.
• Technical knowledge: system architecture, APIs, and integration concepts.
• Domain exposure: regulatory payment, regulatory reporting, card payment, e-invoice solutions, and BNM national payment infrastructure initiatives.
• Tools: MS Project, JIRA, and PMO reporting/documentation standards.

Qualifications:

Education & Experience

• Bachelor's degree in Computer Science, Information Technology, Engineering, or a related technical field is preferred; candidates with a Business Administration or related degree combined with strong technical project delivery exposure will also be considered.
• Minimum 7 years of project management experience, including managing agile technology projects for banks and/or Bank Negara Malaysia.
• Prior exposure to technical project management responsibilities; predictive (waterfall) and hybrid project experience is an added advantage.

Professional Qualification / Regulatory Licensing

• Agile/Scrum certification is required (e.g. CSM, PMI-ACP, SAFe).
• PMP (Project Management Professional) or PRINCE2 certification will be a plus given the hybrid project methodology environment.
• Proven ability to strengthen and stabilize projects that are behind schedule or at risk, working collaboratively alongside existing project leadership rather than in isolation.
• Excellent stakeholder management and communication skills, able to engage confidently with senior management, banks, and central bank regulators.
• T-shaped professional with broad exposure across project management, technology delivery, and business/regulatory domains, combined with deep expertise in project delivery practice.
• Strong analytical, risk management, and problem-solving skills.

Preferred / Good-to-Have

• Direct exposure to BNM national payment infrastructure initiatives or similar regulatory technology programs.
• Experience delivering regulatory payment, regulatory reporting, card payment, or e-invoice solutions for financial institutions and regulators.
• High discretion in handling sensitive engagements, given the confidentiality required when working alongside existing project leadership on the BNM project.
• Comfort operating under pressure and tight timelines to support time-critical regulatory deliverables.
