Job summary

Sunway Property in Malaysia seeks an experienced professional to lead the contract department, plan, direct and oversee activities to achieve departmental goals. You will manage budgets, tender processes, cost control and compliance with QESHMS standards.

The role requires a Degree in Quantity Surveying & Building Technology, a minimum of 10 years in relevant fields, and proven leadership in coordinating consultants, contractors and suppliers to deliver projects on time and within budget.

Qualifications

Responsibilities

• Assist in preparing and overseeing the Annual Contract Departmental Business Plan.
• Manage competitive bidding, tender awards, and cost budgets to ensure timely completion.
• Control project costs and maintain project budgets from inception to completion.
• Evaluate bids, monitor major cost elements and ensure final accounts are completed on time.
• Lead consultants, contractors, subcontractors and suppliers to deliver projects on time, cost, quality, and safety.
• Develop and update SOPs; implement QESHMS policies and procedures.
• Ensure compliance with ISO 9001, ISO 14001, ISO 45001 and applicable local regulations.

Job description

We’re looking for an experienced individual to be charged in planning, directing and overseeing the department to achieve department’s functional and operational goals.

Key Responsibilities

• To assist in preparing Annual Contract Departmental Business Plan, strategic sourcing, prepares Annual Cost Budget, prepare QRCC.
• To obtain Competitive Bid and Award Tender On Time, minimise Value of Variation Order (VO) / Extension of Time, ensure the completion of Final Account.
• To control project cost and ensure overall budget of the projects is maintained from inception to completion.
• To evaluate contractor's bid and advise on competitiveness of price and to monitor the cost of major cost elements.
• To exercise timely and accurate completion of final account.
• Lead a team of consultants, main contractors, subcontractors and suppliers to deliver the projects based on time, cost, quality, environmental, safety and health compliance.
• To study and develop department best practices and review and update SOPs as and when necessary.
• Implement all policies, activities, procedures, instructions as relevant and required by the Quality, Environmental, Safety & Health Management System (QESHMS).
• Ensure compliance to relevant statutory requirements at all times, including QESHMS in line with ISO 9001, ISO 14001, and ISO 45001 standards, International Standards, local regulations, code of practices, and legal requirements.
• Take responsibility for prevention of work-related injury and ill health.
• Determine risks, opportunities and plan actions and ensure they are implemented.

Key Requirements

• Degree in Quantity Surveying & Building Technology
• Minimum 10 years working experience in the related field is required for this position
• Working experience with consultancy firm or contractor and property developer
• Well versed with prevailing market prices of construction works and building materials
• Strong analytical skills with good attention to detail
• Strong at relationship building with strong negotiation skills, especially in networking with consultants, contractors and supplier
• Strong decision making skills
• Strong leadership qualities in managing a team
• Knowledge in QESH Management, HIRARC, ESH legal & other requirements and EHS practices.
