Job summary

Confidential in Malaysia is seeking an experienced procurement professional to lead procurement, tendering and contract management for major projects in the energy and infrastructure sector. You will develop procurement strategies, manage tender processes, negotiate commercial terms and ensure governance, cost optimization and risk management across complex programs.

The role requires strong leadership, stakeholder management and the ability to drive continuous improvement across procurement

Qualifications

• Minimum 10 years of relevant experience in procurement, tender management and contract negotiation.
• Experience in energy, power, engineering, construction, EPCC or infrastructure projects is strongly preferred.
• Proven ability to negotiate effectively with suppliers, contractors and other commercial parties.
• Strong leadership, analytical, communication and stakeholder-management skills.

Responsibilities

• Lead end-to-end procurement, tendering and contracting activities for major projects.
• Develop and implement procurement strategies that optimise cost, quality and project delivery timelines.
• Oversee preparation, issuance, evaluation, clarification and award of tenders.
• Lead commercial and contractual negotiations with suppliers, contractors, subcontractors and consultants.
• Review commercial terms and contractual obligations to protect the organisation’s interests.
• Identify, assess and mitigate procurement, contractual and commercial risks.
• Establish and maintain effective relationships with key suppliers, contractors and project stakeholders.
• Monitor supplier and contractor performance, including cost, quality, delivery and contractual compliance.
• Ensure procurement activities comply with internal policies, approval limits and applicable legal and regulatory requirements.
• Support project teams in resolving procurement, commercial and contractual matters.
• Lead, guide and develop the procurement and contracts team.
• Monitor market conditions, pricing trends and supply-chain developments.
• Prepare procurement reports, cost-saving analyses and recommendations for senior management.
• Drive continuous improvement in procurement processes, governance and controls.

JOB REQUIREMENTS:

• Bachelor's degree in supply chain management, Business Administration, Engineering, Quantity Surveying or a related discipline. A postgraduate qualification or relevant professional certification would be an added advantage.

• Experience in energy, power, engineering, construction, EPCC or infrastructure projects is strongly preferred.
• Proven experience managing complex and high-value procurement packages.
