Job summary

CEEC JSPDI (MALAYSIA) SDN. BHD. is seeking a Corporate HSSE Manager to lead health, safety, security, environmental and social governance across the full EPC project lifecycle.

The role supports bidding, pre-award, mobilisation and project execution, establishing requirements before contract signing and providing oversight from construction to close-out.

You will implement HSSE plans, drive risk reduction, and coordinate with engineering, operations and lenders while travelling to sites as needed.

Qualifications

• Minimum 15 years of construction experience, including at least 3 years on renewable-energy or power-generation projects.
• Minimum 5 years in an HSE/HSSE management capacity with a reputable EPC or construction contractor.
• Demonstrated experience as HSSE or E&S Manager on at least three internationally funded projects subject to active lender supervision.
• Fluent written and spoken English and Malay, including the ability to prepare high-quality reports and engage senior and international stakeholders.
• Willingness to travel regularly to project sites and attend client, lender and authority meetings.

Responsibilities

• Develop, implement and continually improve the HSSE Management System, policies, standards and procedures.
• Translate legal, contractual, client and lender requirements into practical controls.
• Advise senior management on HSSE risks, compliance exposure and improvement priorities.
• Lead or assure preparation of project HSSE plans, risk assessments and reporting protocols.
• Monitor implementation of plans through site visits, audits and performance reviews.
• Coordinate with clients, lenders and regulators on material E&S matters and corrective actions.
• Oversee site-security governance, incident management and assurance programs.
• Define HSSE organisation, competency criteria and mobilisation priorities for projects.

Education

Bachelor’s degree in Environmental Engineering, Environmental Science or another relevant discipline

NEBOSH Diploma or NEBOSH International General Certificate (IGC), or an equivalent recognised occupational health and safety qualification

ISO 45001 and/or ISO 14001 Lead Auditor or Internal Auditor qualification

Relevant Malaysian safety registration or competency certification

Current recognised training in incident investigation, emergency management, first aid or other role-relevant specialist areas
