Job summary

LAGENDA PROPERTIES BERHAD is seeking a Development Planner to lead pre-development planning, assess land potential, establish planning parameters, and support acquisition decisions. You will coordinate with consultants and authorities, test layout concepts, and prepare inputs for feasibility studies and investment papers.

This role requires knowledge of Malaysian planning controls and strong English/Bahasa Malaysia communication.

Qualifications

• 3 to 6 years of experience in development planning, pre-development, feasibility or authority submissions with a property developer, planning consultancy, or architectural/engineering consultancy.
• Working knowledge of Malaysian development control: planning guidelines, local authority requirements, OSC submission process and KM/BP approval pathway.
• Able to read and comment on layout plans, architectural and C&S drawings.
• Able to form a defensible view on what a site can yield and state the assumptions behind it.
• Comfortable dealing directly with authorities and consultants.
• Strong written and spoken English and Bahasa Malaysia.

Responsibilities

• Pre-Development Planning Input for Land Acquisition: Establish the development potential of a site before acquisition — planning parameters, zoning, plot ratio, density, setbacks, height controls, land use conversion and land status.
• Approval Pathway & Authority Requirements (Assessment Stage): Map the approval pathway applicable to the site — Development Order/Kebenaran Merancang (KM), Pelan Bangunan (BP), earthworks, land conversion and infrastructure requirements.
• Technical Feasibility & Constructability Assessment: Evaluate site constraints and translate them into cost, programme and development implications; assess development feasibility.
• New Territory Assessment: Assess new states or regions for infrastructure readiness, planning frameworks and development constraints.
• Handover & Cross-Functional Support: Hand over a documented planning basis to Project and Development teams on acquisition; remain available as a reference during submission and design stages.
