Job summary

Turner & Townsend in Kuala Lumpur seeks an experienced Senior Cost Manager to lead commercial and cost management for major advanced manufacturing facilities, including semiconductor and electronics. You will own CSA or MEP scope from inception to close-out, providing strategic cost control and governance.

The role requires 10–15 years in cost management, strong stakeholder skills, and proficiency with CostX, CostOS and Power BI. MRICS/AIQS/CIQS is highly desirable.

Qualifications

• Bachelor's degree in related discipline.
• MRICS/AIQS/CIQS accreditation highly desirable.
• 10–15 years of experience in cost management.
• Strong experience managing CSA or MEP packages.
• Proven track record delivering advanced manufacturing facilities.
• Experience in cost consultancy or project management consultancy environments preferred.
• Leadership of commercial teams and stakeholder management.
• Advanced knowledge of cost planning, procurement, change management.
• Proficiency in CostX, CostOS, Power BI advantageous.

Responsibilities

• Lead budgets, feasibility estimates, cost plans, and models.
• Set cost benchmarks and advise on investments.
• Review design development for budget alignment.
• Lead value engineering and cost optimisation.
• Develop procurement strategies for CSA/MEP.
• Lead tendering activities and contract awards.
• Negotiate with contractors and vendors.
• Manage procurement risks and buyout strategies.
• Post-contract cost management including variations, valuations, and cash flow.
• Prepare monthly cost reports and forecasts.
• Identify cost trends, risks, and mitigation strategies.
• Ensure governance and maintain cost records.
• Mentor Cost Managers and ensure quality deliverables.
