Job summary

OFS Malaysia, a MODEC Group company, seeks a Section Lead, Information Technology to lead a regional team spanning service desk, infrastructure, network and cyber security across Malaysia, Singapore and related locations. You will own end-to-end IT delivery, governance and budgeting for FPSO project execution.

Qualifications

  • Bachelor's or master's degree in Information Technology, Computer Science, Engineering or a related field.
  • 10+ years of experience in enterprise IT, with 5+ years in team leadership or section / function management.
  • Proven accountability for a multi-country or multi-site IT function, including matrixed and third-party resources.
  • Strong understanding of enterprise infrastructure, networking, cloud (AWS / Azure), Microsoft 365, identity and endpoint management, and enterprise applications.
  • Demonstrated expertise in cyber security governance, risk management, audit and compliance within a global operating model.
  • Ownership of an IT budget of comparable scale, covering Capex / Opex planning, forecasting and variance management, alongside IT procurement and vendor negotiation.
  • Experience in EPCI or major project environments, including contractor oversight, design and readiness reviews, and multi-stakeholder management.
  • Excellent communication, stakeholder engagement and documentation skills; ability to work across cultures and time zones, including with global stakeholders outside standard working hours.

Section Lead, Information Technology

We are currently based at KL Eco City, Malaysia.

Overview

The Section Lead, Information Technology (IT) is responsible for leading a multidisciplinary regional team - spanning service desk, infrastructure, network, cyber security and IT for FPSO project execution - to deliver secure, reliable and scalable technology services across Malaysia, Singapore and related regional locations. This role owns the end-to-end delivery, governance and financial performance of the regional IT function, ensuring consistent execution across FPSO / EPCI projects, offices and operating sites.

You will work closely with local management, HODs, Global IT under the CIO, EPCI project teams and technology vendors to translate Global IT direction into regional execution - strengthening service quality, security posture and delivery capability, and enabling the business to operate on trusted, well-governed technology.

Key Responsibilities
Leadership & Team Management
  • Lead, mentor and develop the regional IT leadership layer and members - Support & Operation, Infrastructure, Network & Cyber Security, FPSO project execution - setting clear goals and owning performance reviews, 1:1s and career development.
  • Build depth and succession within the section; close capability gaps through recruitment, development and targeted use of third-party resources.
  • Allocate resources and manage capacity across operations, projects and multiple locations, balancing run and change demand.
IT Strategy, Governance & Compliance
  • Own the regional IT roadmap, aligning local priorities with Global IT direction and business objectives.
  • Apply Global IT policies, standards, internal controls and HSSEQ requirements consistently across all regional locations.
  • Act as regional owner for internal and external IT audits - coordinating responses, driving remediation and tracking findings to closure.
Infrastructure, Network & Cyber Security
  • Own the availability, performance and continuity of regional infrastructure, network and end-user services against agreed service levels.
  • Champion a defense-in-depth security posture across the region; serve as escalation point for cyber security incidents and ensure risk assessments and secure design reviews are completed.
  • Drive vulnerability remediation and security improvement to closure, maintaining regional accountability for the risk position.
Internal IT Project Management
  • Act as focal point for regional IT projects across infrastructure, network, cyber security, cloud and applications; manage scope, dependencies, risk and change through to handover.
  • Decide on escalations raised by leads and coordinators - resource reallocation, vendor escalation, schedule negotiation or risk acceptance - and elevate to HOD, Global IT or the CIO where the decision sits above regional authority.
FPSO Project Delivery
  • Own IT delivery for FPSO EPCI projects through the IT Project Coordinators, ensuring IT scope, schedule and readiness align with project milestones, commissioning activities and sail-away requirements.
Financial & Commercial Management
  • Own the regional IT budget end to end: budget development and planning, Capex and Opex control, forecasting, budget-versus-actual analysis and variance explanation.
  • Own regional IT end to end procurement; from requirement definition and RFQ / RFP through vendor selection, negotiation, raising POs, tracking delivery, and goods receiving.
  • Manage vendor and service-provider performance against contracted commitments.
  • Own asset lifecycle and renewal planning.
Requirements
  • Bachelor's or master's degree in Information Technology, Computer Science, Engineering or a related field.
  • 10+ years of experience in enterprise IT, with 5+ years in team leadership or section / function management.
  • Proven accountability for a multi-country or multi-site IT function, including matrixed and third-party resources (preferably FPSO, offshore, oil & gas, or other project-based industries).
  • Strong understanding across enterprise infrastructure, networking, cloud (AWS / Azure), Microsoft 365, identity and endpoint management, and enterprise applications
  • Demonstrated expertise in cyber security governance, risk management, audit and compliance within a global operating model.
  • Ownership of an IT budget of comparable scale, covering Capex / Opex planning, forecasting and variance management, alongside IT procurement and vendor negotiation.
  • Experience in EPCI or major project environments, including contractor oversight, design and readiness reviews, and multi-stakeholder management.
  • Excellent communication, stakeholder engagement and documentation skills; ability to work across cultures and time zones, including with global stakeholders outside standard working hours.
  • Fluent in English (written and spoken).
