Northern Solar Sdn Bhd in Malaysia is seeking a Quantity Survey Manager to lead post-contract QS activities and commercial management across projects. You will monitor costs, budgets, commitments, and variations, ensuring alignment with contract terms and project plans.
You will review Bills of Quantities, interim and final accounts, and manage relationships with sub-contractors and suppliers while guiding a team of QS professionals to optimise margins and close-out with accurate final accounts.
Lead and manage all post-contract quantity surveying and commercial activities for assigned projects throughout the project lifecycle.
Monitor and control project costs, budgets, commitments and commercial performance to ensure projects are delivered within approved budgets.
Review and monitor Bills of Quantities (BQ), project costing and contract values against actual project progress and expenditure.
Manage and maintain effective commercial relationships with sub-contractors and suppliers, including resolving commercial and contractual matters.
Liaise closely with the Project and Design Teams on all material, quantity, costing and commercial matters arising during project execution.
Review and verify sub-contractor progress claims, interim claims and final accounts to ensure accuracy and compliance with contractual terms.
Evaluate, verify and negotiate Variation Orders (VO), additional works, omissions and other changes arising during project execution.
Assess the cost impact of design changes, material changes, site instructions and project variations, and provide recommendations to Project Management.
Monitor sub-contractor contract performance, work progress and payment status and highlight potential commercial risks or disputes.
Monitor project cost-to-complete, cost variance and projected final costs, and provide timely updates to Management.
Identify potential cost overruns, commercial risks and cost-saving opportunities, and recommend appropriate corrective actions.
Prepare and submit monthly commercial and cost reports, including project cost analysis, variation status, claims status and projected final account.
Ensure proper documentation and maintenance of contracts, BQ, claims, VO, site instructions, purchase orders, payment records and other commercial documents.
Coordinate with Finance, Project, Design, Procurement and other relevant departments on project costing, payments, commitments and commercial matters.
Manage and resolve commercial issues, claims and disputes with sub-contractors and suppliers, escalating significant matters to Management when necessary.
Lead the project commercial close-out and final account settlement with sub-contractors and other relevant parties.
Establish and maintain effective post-contract QS procedures, controls and reporting mechanisms to ensure consistency and accuracy across projects.
Supervise, guide and develop Quantity Surveyors and other commercial team members, ensuring effective execution of post-contract QS activities.
Provide commercial advice and recommendations to Management and Project Teams to support sound decision-making and project profitability.
Support Management in cost optimisation, commercial risk management and overall project margin improvement.
Perform other ad-hoc duties and assignments as assigned by Management.
Candidate must possess at least Diploma/Bachelor's Degree in Quantity Surveying or equivalent
Minimum 5–8 years of relevant working experience in post-contract Quantity Surveying, commercial management or contract administration, preferably with experience in a managerial or supervisory capacity
Strong hands-on experience in post-contract cost control, BQ administration, progress claims, interim claims, Variation Orders, subcontractor claims and final accounts
Strong commercial negotiation, analytical and problem-solving skills
Excellent leadership and people management skills, with the ability to supervise, mentor and develop team members
Excellent communication and interpersonal skills, with the ability to work effectively with Management, Project & Design Teams, Finance, Procurement, sub-contractors and suppliers
Strong time management, planning and organisational skills, with the ability to manage multiple projects and deadlines
Experience in the Solar Energy / Renewable Energy industry will be an added advantage
