Job summary

A government agency is seeking an experienced Project Manager to oversee agricultural and aquaculture projects in Penang, Malaysia. This role requires a Bachelor’s degree and at least 8 years of experience in managing multidisciplinary operations. Project Manager (Agriculture & Aquaculture)

The position maintains ongoing performance oversight of the Anchor Companies - conducting periodic site inspections, reviewing progress reports and coordinating with technical officers to ensure full compliance with contractual milestones across infrastructure delivery, participant management and commercial farming operations.

Key Accountabilities
  • To monitor Anchor Company adherence to infrastructure and commercial milestones and Standard Operating Procedure (SOP), to ensure contract compliance.
  • To conduct regular site inspections and document variances, to support quality assurance and schedule control.
  • To oversee recruitment and attendance of committed (full-time, part-time and/or casual workers) participants, to maintain workforce alignment with the Anchor Companies’ HR plan.
  • To track crop-cycle execution, production and marketing compliance and enforce buy-back (in contract farming arrangement), to guarantee the production target, viability and sustainability of the program and participants incomes.
  • To liaise with the Technical Officers to verify claims and prepare claim documentation, to expedite accurate and timely disbursements.
  • To prepare and submit monthly reports, to provide internal and stakeholders (Ministry of Economy) with reliable progress updates.
  • To identify and escalation risks affecting schedule, quality, budget, and audit compliance, to support proactive mitigation to achieve Zero Audit Findings

Bachelor’s in any field (preferably Project Management or Agriculture/Aquaculture)

Years of experience: ≥8years

Type of Experience: Coordination or management of multi-disciplinary field operations; preferably in agriculture/aquaculture/livestock related projects
