Job summary

Perwira Energy Sdn Bhd is seeking a driven Project Manager to plan, schedule and drive site works for a portfolio of telecommunications projects across Malaysia. You will align site plans with client programmes, manage crews and subcontractors, and monitor progress against milestones and budgets.

You will coordinate with client teams, landlords, authorities and vendors to secure access, permits and approvals, while ensuring compliance with safety standards and client specifications.

Qualifications

• Bachelor’s degree or diploma in Electrical/Electronic/Telecommunications/Computer Engineering or related discipline.
• CIDB Green Card and safety certifications are advantages.
• Willingness to travel and work outstation, including East Malaysia.
• iBwave/Fiber certification are advantageous but not mandatory.
• Fibre certifications are advantageous; professional certs are not mandatory.

Responsibilities

• Plan, schedule and drive site works for assigned sites against client programme and internal targets.
• Prepare and maintain project work plan, site tracker, material requirement plan and resource/crew allocation; report progress weekly.
• Coordinate with client project teams, building owners/management, landlords, authorities for site access and permits.
• Manage subcontractors and site crews on scope, quality, productivity and schedule; verify daily output.
• Track and control project cost against BOQ/budget; flag variations and support VO submissions.
• Review client designs, drawings and Bills of Materials; validate against site conditions and raise change requests.
• Ensure installation complies with client specs and local standards (MCMC/SKMM, ST, JKR, DOSH).
• Conduct site surveys, acceptance tests and punch-list closure with client; compile documentation packs.

Job description

• Plan, schedule and drive site works for a portfolio of assigned sites against the client's programme, PO milestones and Perwira's internal targets.
• Prepare and maintain the project work plan, site tracker, material requirement plan and resource/crew allocation; report progress weekly (or as required) to the Project Manager and client.
• Coordinate with client project teams, building owners/management, landlords, JMB/MC, local authorities and other vendors for site access, permits, approvals and work windows.
• Manage subcontractors and site crews on scope, quality, productivity and schedule; verify daily work output and site readiness.
• Track and control project cost against BOQ/budget; flag variations, additional works and scope changes early and support the commercial team on VO submissions and claims.
• Review client designs, drawings and Bills of Materials; validate them against site conditions and raise design change requests where needed.
• Ensure installation complies with client technical specifications, vendor method statements, manufacturer guidelines and Malaysian standards (MCMC / SKMM, ST, JKR, DOSH and local authority requirements).
• Conduct or supervise site surveys, technical site surveys (TSS), acceptance tests (ATP/PAT/FAT) and punch‑list closure with the client.
• Compile complete site documentation packs: as‑built drawings, test results, photo reports, material reconciliation and handover documents for client acceptance and invoicing.
• Maintain quality records and drive root‑cause analysis and corrective action on rework, defects and client rejections.

HSE & compliance

• Enforce Perwira and client HSE requirements on site: permit‑to‑work, working at height, confined space, electrical isolation, traffic management, PPE and toolbox briefings.
• Ensure all site personnel hold valid competencies (CIDB Green Card, NIOSH/DOSH certifications, working‑at‑height, OSHA training) and that method statements and risk assessments are approved before works start.
• Report incidents and near‑misses immediately and support investigation and lessons‑learned reporting.

Commercial & client support

• Support the business development and commercial teams with technical input for tenders, site costing, BOQ preparation and RFI responses.
• Prepare completion certificates, claim submissions and supporting evidence in line with each client's claim process and vendor portal requirements.
• Represent Perwira professionally at client meetings, site walks and audits.

Requirements

Education & certification (certifications are an advantage, not a requirement)

• Bachelor's degree or diploma in Electrical / Electronic / Telecommunications / Computer Engineering or a related discipline.
• CIDB Green Card, NIOSH/DOSH safety certification, working‑at‑height and First Aid are advantages.
• Valid Malaysian driving licence (Class D) and willingness to travel and work outstation, including East Malaysia.
• IBC: iBwave Level 1/2 certification, or vendor DAS training (Comba, CommScope, Corning, Huawei, Ericsson, Nokia) an advantage.
• Fibre: FOA CFOT/CFOS, or vendor fibre certification (e.g. Corning, CommScope, Furukawa, ZTT) an advantage; professional certifications are not mandatory.

Experience

• 3–7 years in telecommunications infrastructure delivery (Executive: 3+ years; Senior Executive: 5+ years), with hands‑on site delivery experience in the relevant track.
• Proven delivery for Malaysian MNOs, tower companies or fibre network operators (e.g. CelcomDigi, Maxis, U Mobile, TIME, TM, Edotco, EdgePoint) as a vendor or contractor.
• Experience managing subcontractors, site crews and multi‑site programmes with concurrent deadlines.
• Track record of clean client acceptance (ATP) and complete documentation handover.

Technical skills

• Working knowledge of mobile network fundamentals (2G/4G/5G RAN, RF propagation, link budgets) and/or fibre transmission (GPON/XGS-PON, DWDM basics, optical loss budgets).
• Proficient with AutoCAD, MS Project / Excel‑based scheduling, MS Office, Google Earth and GIS/mapping tools; iBwave (IBC) or fibre planning tools (Fibre) an advantage.
• Ability to read and mark up engineering drawings, single‑line diagrams, splice diagrams and BOQs.
• Familiar with acceptance and reporting formats used by Malaysian operators and towercos, including vendor portal claim submissions.
